Overview:
The COLUMBIA Class Program Office is seeking a design Program Representative to support the COLUMBIA Class ship where the first of the class is currently in construction. In the Program Office you will get exposure to all facets of the Electric Boat enterprise including design and engineering, planning, finance, contracts, construction and facilities. As the core disclosures ramp down and construction ramps up for COLUMBIA, support is required for everything from change, test, work instructions and ILS to shipout of modules from both EB and NNS. With the diverse areas of work to be completed, you will encounter new challenges everyday and can leverage your experience in new ways. Program office is the first line of defense and includes interfacing with many customers inside and outside of EB; design, engineering, planning, finance, contracts, construction, PMS397, SUPSHIPs, etc. As a Program Office Representative, you will be responsible for ensuring all road blocks, technical and financial, are removed to keep design, engineering, waterfront, and planning on track. In addition, you will socialize problems/concerns/successes with executive level staff and the Navy. This position requires a highly motivated self-starter who possesses strong interpersonal and communication skills. Work hours are somewhat flexible with occasional work from home, when needed.
Responsibilities:
The program representative role requires an understanding of project management and Earned Value Management (EVM). Frequent communication with NAVSEA stakeholders and upper management will be necessary. The job responsibilities will be:
Understand and make key decisions concerning change products (CRs/CNs)
Manage/coordinate responses to emergent design issues and drive the team to a timely solution
Manage/coordinate design liabilities in support of major construction milestones
Creating and analyzing program metrics, identifying issues and leading required corrective actions
Preparation and coordination of meetings to demonstrate progress, challenges, and resolution plans
Preparing reports and presentations for Program Reviews
Acting as the point of contact for and reporting various statuses to NAVSEA and EB senior management
Working closely with engineering to drive solutions that support both technical and program objectives
De-conflicting competing priorities and managing program risk
Qualifications:
Required:
Bachelors of Science in Engineering or a related Technical Degree
A minimum of 4 years' experience at in Engineering, Design, Planning, or Program Office
Project management and team leadership experience
Internal candidates must come from Organizations outside Operations (Casciano/Gabriel)
Preferred:
Active Secret clearance
2+ years experience executing Columbia change in Teamcenter
Strong understanding of EB’s Engineering, Design, Planning, manufacturing, construction, and test practices
Working knowledge of EVM
Experience working with SUPSHIPs and NAVSEA is highly desirable
