Overview:
The Legal International Trade Compliance (ITC) Specialist/Sr. Specialist will administer and manage export and import authorizations in accordance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and Corporate policies. The successful candidate will be an Empowered Official for the Company and support the development, implementation, execution, and management of, and compliance for, export and import authorizations for Electric Boat (EB). This position is based out of Groton, Connecticut, and oversees activities at multiple locations in the US, as well as international site offices.
This position requires working with the EB ITAR Empowered Official, EB Security, NAVSEA, General Dynamics Corporate International and Legal departments, as well as government and defense industry personnel, both US and foreign. This position is also responsible for overseeing and mentoring less experienced ITC personnel. A leader that is supportive of peers and employees with strong communications skills who is motivated by developing processes to help streamline workflow will find this position fulfilling.
The responsibilities of this position include, but are not limited to the following:
Oversee and enforce export compliance policies and procedures at multiple US and foreign locations
Ensure program policies and procedures are maintained for EB and off-site locations
Ensure applicable export compliance training requirements are in place for Import/Export (IMEX) Program administration team and affected employees
Prepare, administer and manage exemption-based authorizations, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), and hardware licenses for export of ITAR controlled technical data and defense services, hardware, services and coordination of imports
Prepare, administer & manage export of EAR controlled items
Coordinate export control classification analysis with program engineering and EB logistics organization for hardware exports
Interface with EB supply chain, including logistics and information technology (IT) personnel to ensure compliance with international trade regulations and Corporate policies
Ensure foreign travel and foreign national visitor requests comply with existing export authorizations and Corporate policies and procedures, including training, program security and recordkeeping requirements
Partner with internal audit to develop the scope for and guide the execution of annual ITAR activity reports & and self-assessments
Support the EB Joint International Trade Compliance Team to provide coverage support and cross training across programs
Work with subcontractors, vendors, and government [Naval Reactors, SUPSHIPS, NAVSEA, and Strategic Systems Programs (SSP)] resources to ensure compliance with International Trade Regulations and Corporate policies/requirements
Maintain continuous communications with internal and external customers
This is a high-visibility position with regular interaction with senior leadership. Additionally, ITC personnel will interface with a variety of internal organizations including programs, engineering, planning, operations, test, purchasing, contracts, and finance.
Primary location of work is the EB shipyard in Groton, CT. This role has the opportunity of being hybrid after a period on-site. Periodic business trips to CT and RI sites and GD Corporate Headquarters (VA) may be required.

Required:
BS/BA Degree or Paralegal Certificate with 5 years of experience
Two years of export compliance experience, including experience managing Technical Assistance Agreements/ Manufacturing License Agreements (TAAs/ MLAs), DSP licenses, ITAR exemptions/ EAR exceptions and regular attendance at related industry conferences and/or seminars
Experience with OCR EASE DOS Licensing modules, DECCS and, Visual Compliance (or similar screening application) software tools
Preferred:
Advanced degree (legal, engineering, or business administration)
Five years of experience in the Defense Industry
Five years related experience managing or overseeing export compliance, including experience preparing and managing TAAs/MLAs, DSP licenses, and ITAR exemptions/EAR exceptions
ITAR Subject Matter Expert; Empowered Official experience
Experience with OCR EASE Authorization Management, Commodity Classification, DSEA and Export Operations modules
