Our NTD-fighting efforts focus on 13 countries in Africa, the Americas, and Asia, providing critical support for country-led journeys to self-reliance and the creation of sustainable NTD programs within robust and resilient health systems. As countries move closer to their NTD elimination goals, we are dedicated to strengthening national health systems to ensure that progress is sustainable. From technical assistance on policy and governance, and human resources, to support for domestic resource mobilization, we are working hand-in-hand with governments to integrate NTD priorities into routine planning, financing, service delivery, and monitoring.

RTI is currently accepting applications for a Operations Coordinator in USAID Act | East Indonesia (Act | East).  plays a critical role in reducing the burden of NTDs so they are no longer a public health problem. USAID's Act to End NTDs | East program supports countries in the sustainable control & elimination of neglected tropical diseases, including Indonesia.

This position will be based in Jakarta, Indonesia.

Responsibilities:

Under the authority of the Country Chief of Party (COP), the Operations Coordinator will be responsible for the overall management of all procurement activities for the Act to End NTDs | East (Act | East) program, a USAID-funded project focusing on neglected tropical diseases elimination in collaboration with the Ministry of Health. The Operations Coordinator will provide procurement and logistical support, including but not limited to processes of procurements for goods and service contracts, leases, and rental agreements; ensuring smooth coordination on logistics and travel arrangements and provide required support on the implementation of the program activities in the field. The Operations Coordinator will supervise the Administrative Assistant and will provide leadership and coordination of the entire procurement and logistics component in the project by ensuring compliance with RTI procurement policies.

Essential Duties:

Manage project-level procurement processes, execute procurement tasks for all the procurements and coordinate closely with the Regional Office for approval of procurements in accordance with the purchase authorization matrix.

Identify and develop qualified suppliers for a broad range of goods and services in support of the project activities with the goal to ensure open competition, efficiency, price reasonableness and overall best value in procurement.

Effectively negotiate with suppliers on a wide variety of goods and services for the best overall value of money to the project.

Oversee procurement of the project goods and services required for the program operations and ensure the compliance of procurement activities to RTI policies.

Oversee logistical arrangements (including but not limited to hotel bookings, in-country travel and transport, per diem payments and other arrangements as required) for workshops, meetings, training events, etc.

Perform prudent monitoring and evaluate the performance of vendors in terms of quality, reliability, timeliness, and price.

Oversee the project’s property inventory, including monitoring of conditions for proper resource planning and potential disposition of project equipment in accordance with RTI and USAID policies and procedures.

Maintain record list of property and managed equipment for the project into RAMS application and submit relevant issues to home office.

Assist with contract negotiations for local consultants and support arrangements with international consultants as needed.

Managing cash payments in the field, including preparing monthly advances and reporting against those expenditures, verifying support documentation.

Oversee payment preparation and documentation and liaise closely with the finance team concerning payment of purchased and delivered goods and services.

Develop the capacity of all staff involved in the procurement process.

Supervise one administrative assistant and provide professional mentorship and opportunities for career growth and development.

Perform other duties within the scope of the program as assigned by the Chief of Party.

Qualifications:

Master’s degree and 3 years of experience or Bachelor’s Degree and 5 years of experience, or equivalent combination of education and experience.

Skills & Abilities

Solid experience in initiating and implementing operational key and supporting processes and activities, preferably with proven knowledge of USAID procurement policies and regulations.

High degree of professionalism and discretion.

Strong attention to detail, accuracy, and organizational skills with ability to be flexible and multi-task well.

Ability to successfully work within a team, have exceptional organizational skills and the ability to handle concurrent activities and maintain timeline of progress to meet deadlines.

Excellent written and oral English and Bahasa Indonesia.

Familiarity with international development organizations.

Strong familiarity with government administrative system.

Solution and deliverable-oriented with ability to work on an irregular schedule on occasions, including during up to 10-15% of travel to LF endemic areas in Indonesia, as deemed necessary with the supervisor.

Ability to work independently as well as in a team and in matrix organization.

Experience with MS Word, Outlook, PowerPoint, and Excel
