Salary: £42,839

Contract Duration: Permanent

Location: Bristol, BS1

We're looking for experienced HR professionals to help strengthen the way we support, engage and manage our workforce. We have two HR Consultant opportunities, each with a specialist focus. One on Job Evaluation (advertised separately) and one on Equality, Diversity and Inclusion (EDI) alongside a shared commitment to high‑quality HR advice and policy development.

As HR Consultants, you'll play an important role in shaping clear and consistent people policies, advising on a wide range of employment issues, and helping ensure colleagues have a positive and supportive experience at work.

Working closely with managers, HR colleagues and colleague networks, you'll review and improve policies, provide guidance on sensitive or complex matters, and support organisational projects that influence culture and working practices. The roles require individuals who can balance practical problem‑solving with good judgement, clear communication and a collaborative approach.

A key part of the roles involves ensuring our employment practices remain fair, accessible and aligned with legislation and good practice. You'll use insight, feedback and workforce information to support decision‑making, contribute to assessments such as Equality Impact Assessments (EqIAs), and help identify where improvements or updates are needed.

Core responsibilities

- Review and develop HR policies to ensure clarity, fairness and compliance with employment legislation.
Provide guidance on complex HR casework, including conduct, performance and attendance.

- Support organisational projects requiring HR or policy expertise, particularly those shaping workforce culture.

- Act as a key HR link with managers and colleagues to promote consistent and fair people practices.

- Contribute to learning resources and training that enhance people‑management capability.

Role focus: Job Evaluation

- Lead and support job evaluation activity, ensuring roles are assessed fairly and consistently

- Advise managers on role design, grading outcomes and job evaluation processes

- Support the maintenance and development of job evaluation frameworks and documentation

- Use role and workforce data to inform pay, grading and organisational decisions.

About you:

You will have solid HR experience, including policy development and/or casework, alongside a good understanding of employment law and good HR practice. You'll be able to analyse information and present clear, evidence‑based insights, handle sensitive discussions with professionalism and balance, and bring a collaborative style with a commitment to a fair, supportive workplace culture.

Significant local authority expertise is essential.

These roles are mostly remote, however candidates should expect to attend the office on occasion and this may be once a week. There are also in person team meetings that take place 2/3 times per year. All others are held remotely.
