Overview:

This position requires gathering information from several sources, analyzing and summarizing the information to draw conclusions and make decisions.  Individual will utilize policies, existing knowledge bases and tools available to assist in formulation of recommendations. The employee must assimilate customer requirements, utilize standard IS methodologies, and gather information from various sources when designing solutions for business needs for projects with defined scope.  This position is largely self-directed, working within a general framework established by management for the analysis, design, testing and implementation of business, technical, or clinical systems.  The employee may be required to access information considered "confidential and protected" by the organization to achieve the implementation and maintenance of systems.  The employee must comply with all relevant policies and procedures related to the use, disclosure, and security of this information and policies related to security of the organization's information systems. 

Responsibilities:

Analysis and Design: Develops a complete understanding of customer business processes and system needs. Accurately documents and validates with the customer current business processes and/or system functionality for a single department.  Understands how system contributes to department process workflow. 

Design – Creates effective solutions that meet customer needs. Designs and documents innovative and practical solutions that solve business problems and minimize impact to customers.  Assists in design sessions with customers and other stakeholders.  Solutions ensure customer use ability.  Solutions meet customer expectations and do not affect others outside the department involved.

Technical Skills: Applies technical skills needed to perform assignments effectively. Applies software development and/or customization principles and standards as documented in the current IS documentation repositories.  Demonstrates core competencies for each technical area and/or tools supported.  Understands the technical architecture of the supported system(s).  Conducts technical review presentations to group(s) and clearly documents system specifications.

Project/Task Management: Plan, execute and monitor projects and/or tasks according to IS standards and management expectations. Applies basic project management concepts and established procedures for each department supported.  Builds, monitors and adjusts project plans with assistance.  Recognizes impact within the department supported and IS and takes action.  Work results in milestones met on time and quality deliverables.  Plans, executes and documents system and process test scenarios to meet project requirements and specifications such as billing, interfaces, systems integration, etc.  Resolves testing discrepancies and performance concerns prior to implementation.  Assembles and coordinates appropriate resources to ensure participation from stakeholders and their acceptance of outcomes.  Manages multiple tasks concurrently.

Maintenance and Support: Systems are maintained with minimal adverse impact to customers and IS. Provides 24 x 7 on-call and support coverage with some assistance in resolving problems.  Fully support assigned applications.  Peer review of support is considered timely and accurate.  Maintains regular customer interaction for the purpose of priority setting and to review progress on assigned items.  Plans for updates to system(s).  Manages IS downtime processes and communication for assigned systems.  Provides system support documentation for future issue resolution.

General Skills: Demonstrates base skills necessary for professional advancement and interaction with peers and customers. Good research (self-study) skills.   Demonstrates logical thinking and good judgement.  Composes written materials and verbal expression in a clear and concise manner that is appropriate for the audience intended.  Manages tasks and responsibilities on time with minimal supervision.  Confirms that assignments are clearly understood and interpreted.  Delivers to expectation.  Takes initiative and responsibility to achieve assigned goals.  Proactively learns or advances own expertise and value.

Qualifications:

Education: 

An associate’s degree (AA or AS) from an accredited college/university in computer science or another applicable area of study plus one (1) year of relevant work experience required; however, an equivalent combination of education and/or relevant work experience may be considered in lieu of a degree.   A bachelor’s in information technology or an applicable field may be substituted for experience.  Examples of relevant work experience include healthcare experience, project management, systems analysis/design, programming/coding, and system implementation coordination.

License: 

Motor Vehicle Operator Designation: Driver's License

Experience: 

Must have knowledge of and experience using software applications (word processing, spreadsheets, databases).  Must have strong analytical abilities, problem solving skills, and excellent interpersonal communication skills, both verbal and written.
