Job Summary:

Assesses, plans, implements, evaluates, and organizes health promotion programs for group and community needs.

Job Duties:

Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Assesses community needs for health education and health promotion. Obtains health-related data about social and cultural environments, growth and development factors, needs and interests. Employs or develops appropriate data-gathering information. Applies survey techniques to acquire health data. Investigates physical, social, emotional, and intellectual factors influencing health behaviors. Infers needs for health education based on obtained data. Determines priority areas of needs for health promotion program development. Submits required program reports and maintains records. Plans and conducts effective health education and health promotion programs for the community. Recruits community organizations, resource people, and potential participants for support and assistance in program planning. Communicates the need for the program to those whose cooperation will be essential. Seeks ideas and opinions of those that will affect or be affected by the program. Develops a logical scope and sequence plan for a health education program. Formulates appropriate and measurable program objectives. Designs educational programs consistent with specified program objectives. Selects strategies best suited to the implementation of health promotion programs in a given setting. Formulates a wide range of educational techniques and methods. Determines the availability of information, personnel, time and equipment needed to implement the program for a given audience. Assesses the relevance of existing program objectives to current needs. Evaluates the effectiveness of health education and health promotion programs in the community.  Develops plans to assess achievement of program objectives. Establishes a realistic scope of evaluation efforts. Selects appropriate methods for evaluating program effectiveness. Carries out evaluation plans. Facilitates administration of the tests and activities specified in the plan. Analyzes evaluation data. Interprets results of program evaluation. Infers implications from findings for future program planning. Recommends strategies for implementing results of evaluation. Coordinates provision of health education and health promotion resources. Develops a plan for coordinating health promotion services. Formulates modes of collaboration among internal and external entities. Organizes in-service training for community m embers and other interested personnel. Identifies gaps, overlaps, and duplications in the provision of collaborative health services. Suggests approaches for integrating health education within existing health programs. Develops plans for promoting collaborative efforts among health agencies and organizations with mutual interests. Acts as a resource person in health education and health promotion issues for other internal and external contacts. Accesses principal online and other database health information resources. Establishes effective consultative relationships with those requesting assistance in solving health-related problems. Interprets and responds to requests for health information. Employs a wide range of approaches in referring requesters to valid sources of health information. Selects effective educational resource materials for dissemination. Assembles culturally relevant educational materials of value to the health of communities. Communicates health education and health promotion-related needs and concerns. Interprets concepts, purposes, and theories of health promotion. Predicts the impact of societal value systems on health education programs. Utilizes a wide range of techniques for communicating health promotion and health education information. Fosters communication between health care providers and consumers. Acts as a liaison between communities and clinics. Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES 

No supervisory responsibility.

Qualifications:

PUBLIC HEALTH EDUCATOR I

EDUCATIONAL REQUIREMENT 

Bachelor’s degree from a 4-year college or university in Education, Health Education, Nutrition, Public Health, Social Work; or six (6) years related experience; or equivalent combination of education and experience.

EXPERIENCE REQUIREMENT 

No additional experience required.

PUBLIC HEALTH EDUCATOR II

EDUCATIONAL REQUIREMENT 

Bachelor’s degree from a 4-year college or university in Education, Health Education, Nutrition, Public Health, Social Work or related field; no substitutions.

EXPERIENCE REQUIREMENT 

At least three (3) years of experience is required.

COMPUTER SKILLS 

An individual should have knowledge of Database software; Design software; Spreadsheet software and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS 

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. 

Health Education Specialist certification preferred.

OTHER QUALIFICATIONS

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).

 Must have knowledge of Cherokee customs, language, and culture and be familiar with medical terminology.  Must also have experience with computer databases, word processing and statistical and graphic design software. Must possess strong organizational, presentation, and public relations skills.

Must meet and maintain pre-employment and periodic background investigation and adjudication for childcare.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. The employee frequently is required to stand. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually moderate.
