We are seeking an experienced Construction Monitor / Restoration Specialist (CMRS) to oversee and ensure compliance with stormwater Best Management Practices (BMP) and wetland restoration projects. The CMRS will manage environmental and construction activities, ensuring full adherence to regulatory standards set by the New York State Department of Environmental Conservation (NYSDEC) and the U.S. Army Corps of Engineers (USACE). This role involves project oversight, compliance documentation, and reporting on BMP activities throughout the project lifecycle.
Requirements
Ensure Compliance: Monitor and verify that all project activities comply with NYSDEC and USACE wetland permits, as well as SWPPP (Storm Water Pollution Prevention Plan) requirements.
BMP Supervision: Oversee construction and restoration efforts related to BMP, including:
Installation of protective fencing for natural areas, trees, and wetlands
Erosion control installations and maintenance
Dewatering and soil stabilization
Removal of trees and wildlife, plant salvaging, and landscaping
Daily Reporting: Provide regular reports to the Engineer, documenting BMP activities and compliance, including:
Logs of dewatering and sediment control measures
Permit violations and corrective actions
Site progress through color digital photographs
Permit Modifications: Prepare and submit paperwork and drawings for permit modifications, and liaise with NYSDEC as needed.
Field Sketches: Provide field sketches for non-structural design adjustments based on field conditions, as directed by the Engineer.
Photo Documentation: Maintain a comprehensive photo log of BMP work with before-and-after images, ensuring consistency with fixed photo points. Submit the completed log via CD or USB to the Engineer.
As-Built Drawings Review: Review as-built drawings for accuracy, ensuring they align with BMP specifications.
Monitoring Reports: After restoration is complete, prepare and submit Monitoring Reports to the DDC, including:
Evaluations of BMP and streambank stabilization work
Analysis of vegetation survival and cover rates, compared to permit requirements
Recommendations for species replacement and general project feedback
Qualifications:
NYSDEC Wetland Permit Compliance Experience:
At least 5 years of experience working with NYSDEC wetland permits and regulatory requirements.
Familiarity with permit requirements from agencies such as USACE, NYC Department of Parks and Recreation, and NYC Department of City Planning.
Stormwater BMP and Wetland Restoration Experience:
At least 5 years of experience overseeing the construction and restoration of stormwater BMPs and wetland projects.
Plant Species Identification:
Proficiency in identifying native NYC-region plant species and recognizing invasive species.
Certifications:
Must hold at least one of the following certifications:
Certified Professional in Erosion & Sediment Control (CPESC)
Certificate in Ecology (CE) from the Ecological Society of America (ESA)
