A recent resignation results in our search for a critical part of the County of Blair leadership team: Chief Clerk. Our hire is charged with day-to-day operations management and oversight of all departments under the authority of the Board of Commissioners; works closely with organization leaders to develop, plan, implement, direct, oversee, and/or assess programs and policies; and performs executive-level, complex duties to assist Board in its management of County, its programs, and its expenses.

Essential duties include:

Executes and enforces all policies, ordinances, regulations, and operational matters under the leadership of the Board of Commissioners in order to comply with statutory and governmental laws, and to provide the most effective and efficient services to constituents.

Collects, researches, interprets/analyzes, and summarizes information used for basis for executive actions of commissioners.

Directs, oversees, and coordinates day-to-day operations management of departments under authority of Board of Commissioners (e.g., Assessment; Children, Youth & Families; Elections and Voter Registration; Fort Roberdeau; Geographic Information Systems; Human Resources; Office Services; Public Defender; Public Safety; Public Works; Records Management; Social Services; Tax Claim; and Veterans’ Affairs). Assigns authority, tasks, and accountability to other tiers of personnel as deemed necessary to facilitate cohesive administration of all departments under Board jurisdiction.

Conducts activities designed to enhance relationship of County to federal, state, and local municipal affairs. Serves as senior-most liaison between Commissioners’ Office and internal and external customers, Encourages and models regular communication, cooperation, integration of department services, and sharing of resources.

Oversees budgetary and fiscal management of County. Ensures timely development of budget for Board approval.

Partners with human resources director to address matters related to employee relations and labor relations, address matters with Salary Board, recruit department heads, and recommend or conduct employee discipline or discharge.

Serves as project manager as assigned by Board. Researches, develops policies, and provides recommendations on special projects or initiatives as assigned.

Supervises assigned personnel, which can also include department heads under authority of Board of Commissioners.

Directs and coordinates County’s property, casualty, and liability insurance policies.

Maintains up-to-date knowledge on legislation, programs, business trends, and new initiatives affecting public policy and county government. Advises commissioners as appropriate.

Requirements

Qualified candidates will have a bachelor’s degree in business administration, public administration, or other beneficial course of study OR equivalent combination of education and experience; minimum of 5 years’ progressively responsible experience in senior-level administrative position, preferably in areas that include budgeting, planning, human resources, etc.; public-sector work experience a plus; superior verbal and written communications skills; superior interpersonal relations; proficient with e-mail, Internet, spreadsheet, and word processing applications; ability to function independently, have adaptability, and work effectively with wide variety of internal and external customers; demonstrated organizational skills; demonstrated experience setting schedules and meeting deadlines with multiple complex and simultaneous tasks; strong customer service orientation; and willingness to regularly work beyond standard courthouse operating hours.
