Summary:

This position will be responsible for the overall management of a medical center laboratory and may include offsite services. Provides recommendations on hiring, performance review counseling and disciplinary actions of staff. Under limited supervision, directs and supervises assigned personnel and daily activities to ensure efficient and uninterrupted operations. Monitors and assesses laboratory performance to ensure established targets are achieved through process improvement initiatives. This position is responsible for being knowledgeable in all aspects of the laboratory and is competent to perform the tasks required by members of the team. This position serves as a technical resource person and facilitates guidance, on going education and training of staff. Assists to insure regional standardization of supplies, policies, procedures and workflows, defined at the System level.

Responsibilities:

(30%)* Responsible for HR issues including coaching, counseling of employees, adherence to policies and procedures, education of staff on customer service skills to maintain consistency and high level of motivation. Responsible for completing Job Performance Reviews (JPRs) on the team within areas of responsibility. Responsible for knowledge of the Time & Attendance System for approving staff time cards as well as Scheduling programs. Responsible for participating in applicant screening and new employee hiring.

(30%)* Supervises, coordinates and participates in work activities for entire department. Delegates responsibility and authority to appropriate individuals. Develops goals and objectives for personnel to assure continued growth and improvement.

(30%)* Responsible for communications in the lab by keeping staff informed of changes and ensuring all areas of responsibility are functioning with same guidelines and processes. Coordinate policies and any changes with other departments. Organize staff meetings and assisting with presentations/speakers and distribution of minutes. Attend monthly laboratory leadership meetings to communicate actions and needs to the team. Manage effective communication with staff members having area responsibilities.

(10%)*  Reviews Clinical Laboratory Improvement Amendments (CLIA), College of American Pathologists (CAP), Joint Commission, American Association of Blood Banks (AABB), Michigan Department of Community Health (MDCH), and Occupational Safety and Health Administration (OSHA) guidelines to assure compliance. Prepares for inspections and meets with regulatory surveyors.

Certifications and Licensures:

MLS: Medical Laboratory Scientist ASCP

Equivalent Experience: Medical Laboratory Scientist, MLS (ASCP) certification required.

Required Education:

Education: Bachelor Degree

Equivalent Experience: A four year degree in a health-related field required. Masters degree in Health Science or Business Administration preferred.

Responsible for participating in applicant screening and new employee hiring. 

Responsible for HR issues including coaching, counseling of employees.

Assures that all personnel understand documents, instructions, and their duties and responsibilities.

Establish workflow and manage adjustments according to volume.

Supervises, coordinates and participates in work activities for entire department. 

Responsible for knowledge of time keeping and scheduling and approving time. 

Reviews quality control, proficiency testing and other quality programs. 

Organize staff meetings and assist with presentations/speakers and distribution of minutes. 

Attend monthly laboratory leadership meetings to communicate actions and needs to the team. 

Manage effective communication with staff members having area responsibilities. 

Prepares for inspections and meets with regulatory surveyors. 

Ensure that proficiency samples are distributed and tested in accordance with standard patient testing protocols. 

Develops and implements strategic priorities and tactics. 

Ensures action plans will achieve goals. 

Collaborates with inter/intra departmental process teams. 

Meets hospital goals. 

Responsible to maintain high quality, high value laboratory services, through ongoing learning and research, need assessments and committee participation. 

Evaluate statistical performance on quality and financial metrics and is responsible for response and corrective action. 

Collaborates on development of operating and capital budgets, including the selection of equipment and meeting personnel needs. 

For Moderate complexity tests, this position may serve as the Technical Consultant (CLIA definition) or Technical Supervisor ((url removed) 

Equivalent Experience and Other Comments (Education):

EXPERIENCE, TRAINING AND SKILLS:

Two (2) to four (4) years supervisory experience in a clinical laboratory or equivalent working experience within specific area of expertise required.

Leadership skills needed to effectively direct a group.

Basic computer skills and knowledge.

Knowledge of basic marketing techniques and financial analysis.

Written and interpersonal skills needed to communicate successfully with individuals and groups and interact with people at all levels to communicate ideas and concepts in a clear and understandable manner.

Must follow MyMichigan Health bloodborne pathogen and TB testing as required.

Mandatory Occupational Safety and Health Administration (OSHA) training must also be completed as required according to the Exposure Control Plan.

Other Comments:

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:

Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.

Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.

Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.

Overall vision and hearing is necessary with or without assisted device(s).

Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.

Some exposure to blood borne pathogens and other potentially infectious material. Must follow MidMichigan Health bloodborne pathogen and TB testing as required.

Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.

Overall dexterity is required including handling, reaching, grasping, fingering and feeling. May require repetition of these movements on a regular to frequent basis.

Physical Demand Level: Light. Must be able to occasionally (0-33% of the workday) lift or carry 11-20 lbs., frequently (34-66% of the workday) 10 lbs. and or Walk/Stand/Push/Pull of Arm/Leg controls.
