POSITION PURPOSE:
Ensures that Wake County Public School System (WCPSS) employees, certified or noncertified, are compensated timely and accurately based on all Federal, State, North Carolina Department of Public Instruction (NCDPI), and Wake County Board of Education guidelines for the number of hours/days worked and/or for contracted time employed with WCPSS.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps;
Working knowledge of Oracle and other similar payroll related software programs;
Knowledge of generally accepted governmental accounting principles and standards;
Knowledge of general payroll processes including taxation, deductions, bonuses, and compensation schedules;
Knowledge of general personnel information systems;
Strong analytical and problem-solving skills, attention to detail with a high level of accuracy;
Effective time management skills with the ability to meet deadlines;
Excellent customer service skills;
Critical thinking and problem-solving skills;
Ability to communicate clearly and consistently clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;
Ability to work on multiple tasks or parts of tasks simultaneously to ensure timely completion of projects and other work activities;
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;
Ability to apply general rules, laws, and policies to specific problems to stay compliant;
Ability to establish, communicate, and maintain working relationships with school system staff.
EDUCATION, TRAINING, AND EXPERIENCE
Associate degree in accounting, business or related filed; OR
Two years of experience in a payroll related field.
CERTIFICATION AND LICENSE REQUIREMENTS
None
PREFERRED QUALIFICATIONS:
Experience working with Oracle based accounting and payroll systems;
Extensive knowledge of payroll processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Reviews the payroll-processing calendar daily to assure deadlines are met.
Reviews and monitors all leave calendars for employees on FMLA or other leave.
Ensures timely processing of error corrections from schools.
Processes requests for replacement checks.
Communicates instructions, updates, and procedures to Payroll staff.
Provides support to school personnel and a liaison to departments regarding salary concerns.
Reviews Payroll Specialist’s daily work for accuracy and completeness.
Assists with mass loaded updates to the database by ensuring that the necessary adjustments are made.
Reconciles bank reports for returned payroll funds and manages repayment process.
Track and review Payroll Specialist errors for training purposes.
Verifies validity of codes for payment of miscellaneous earnings submitted by schools.
Monitor terminations to ensure payouts are submitted accurately and timely.
Process requests for stop payments and reissue of lost checks.
Research complex payroll related data to identify inaccuracies.
Perform other related duties, as assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. The position, at times, must be able to come into direct contact with school system staff, students, and the public. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
