Job Summary:

Collects laboratory specimens from patients; performs routine laboratory tests; and performs various clerical duties. Orders supplies and manages inventory. Submits invoices for billing purposes per facility policy. Trains new phlebotomist and prepares weekly schedule for bench rotations.

Job Duties:

Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and United States executed under the authority of the Indian Self-Determination and Education Assistance Act.  Practices only within the boundaries of competence, based on documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience.  Provides health services of a scope, quality, and quantity consistent with Cherokee Nation policies.  Collects requested laboratory samples from patients.  Performs therapeutic phlebotomies and bleeding times if performed at facility.  Trains new employees.  Prepares weekly schedule for phlebotomy bench rotations if required.  Performs routine laboratory testing on samples as directed.  Assists in charting, filing, typing, and other routine clerical duties.  Submits and receives specimens and reports to laboratories as needed.  Cleans work area and maintains appearance of laboratory.  Monitors stock and supplies and orders as needed.  Submits invoices for billing purposes per facility policy.  Participates in quality improvement activities and reports.  Adheres to professional and ethical standards.  Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal, tribal and/or state regulations.  Maintains the confidentiality of any information received from any person or source about a client/patient, unless authorized in writing by the client/patient or required by law or court order.  Complies with the applicable state and federal regulations in regard to the security, safety and confidentiality of any health services record created, maintained, transferred, or destroyed, whether the record is written, taped, computerized, or stored in any other medium.  Other duties may be assigned.

Qualifications:

EDUCATION REQUIREMENT

High school diploma or general education degree (GED) and less than one year of specialized training or education.  Must have completed the National Accrediting Agency for Clinical Laboratory Science approved phlebotomy program, or an acceptable formal structured phlebotomy program approved by the American Society of Clinical Pathologist as a prerequisite for phlebotomist technician, or have a minimum of one year full time experience as a Phlebotomist.

EXPERIENCE REQUIREMENT

At least two (2) years’ experience in a related field.

COMPUTER SKILLS

An individual should have knowledge of Internet software; Inventory software; Order processing systems and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS

Must be a Registered Phlebotomy Technician with the American Society of Clinical Pathologist or American Medical Technologist or equivalent and maintain throughout employment.  Basic Life Support (BLS) certification must be obtained within ninety (90) days of hire and maintained throughout employment.

OTHER QUALIFICATIONS

Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).

Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.

PHYSICAL DEMANDS  

While performing the duties of this Job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

WORK ENVIRONMENT  

While performing the duties of this Job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; risk of electrical shock and vibration. The noise level in the work environment is usually moderate.
