The Intelligence Collection Manager t is responsible for applying intelligence collection systems and capabilities to inform intelligence consumers of collection developments and their relevance through a diverse range of products. The role involves collaborating across the Intelligence Community (IC) to understand and address customer intelligence needs and gaps, optimizing the development and validation of collection requirements. The Analyst will evaluate the efficiency and effectiveness of multi-INT collection against requirements, as well as the execution of collection plans and strategies to generate reliable and valid intelligence for customers.

Responsibilities:

Apply intelligence collection systems and capabilities to inform customers of collection developments and relevance.

Evaluate the efficiency and effectiveness of MASINT collection efforts in relation to requirements.

Assess the value of collected intelligence relative to customer needs and decision-making processes.

Use statistical, algorithmic, mining, and visualization techniques to interpret ISR (Intelligence, Surveillance, and Reconnaissance) data sources.

Manage and analyze large datasets, ensuring data consistency and producing visualizations.

Develop models and produce reports to communicate findings effectively.

Assist in developing methods and criteria for evaluating whether collection requirements are satisfied, utilizing Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and other relevant metrics.

Identify collection gaps, trends, and opportunities; assess collection options, test assumptions, and provide judgments, recommendations, and solutions to refine collection strategies.

Produce analyses to identify gaps in collection methods and model future intelligence collection scenarios.

Provide actionable feedback to Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.

Demonstrate proficiency in statistical analysis and the use of statistical packages such as MATLAB, SPSS, SAS, S-PLUS, or R.

Graduate of an in-residence DoD / IC collection management course is preferred.

Qualifications:

Active TS/SCI clearance with the ability to obtain a Counterintelligence (CI) Polygraph.

Minimum of 8 years in intelligence collection and analysis, with recent experience within the last 2 years.

Bachelor’s Degree in a relevant field.

Highly Desired: Experience in developing collection management plans for MASINT (Measurement and Signature Intelligence) technical collection activities as defined by National MASINT requirements.

Highly Desired: Familiarity and usage of the NMRS (National MASINT Requirements System)
