Role Overview
We are seeking an experienced, SC Cleared Business Architect to define, shape, and structure the target business architecture for a major operational transformation. This initiative transitions a critical national data collection function from a fully outsourced, single-supplier model into a hybrid operational model split between internal operations and external third-party suppliers.
In this role, you will bridge the gap between high-level policy/statistical strategy and practical operational delivery. You will map complex business capabilities, define split operational workflows, establish service boundaries between internal field forces and third-party contractors, and ensure continuous quality assurance across the data life cycle.
You will work closely with executive stakeholders, service design teams, and Technical Architects to translate business requirements into structured Statement of Requirements (SoR) and business process models.
Key Responsibilities
Target Operating Model (TOM) & Process Architecture

Target Operating Model (TOM): Design and document the end-to-end business architecture for the new hybrid operational model (spanning internal team operations and external supplier delivery).

Process Mapping & Optimization: Map "As-Is" operational processes and define "To-Be" business process models (using standard frameworks) for survey sample creation, workload distribution, local validation, and quality reporting.

Hybrid Model Split: Define clear business capability boundaries, handoffs, and service level expectations between internal field teams
Requirements & Procurement Support

Business Requirements Definition: Capture, refine, and structure functional and operational business requirements into a formal Statement of Requirements (SoR) to support competitive tenders.

Workforce & Operational Alignment: Align business processes with existing internal workforce management tools and field force operational procedures.

Business Value & Opportunity Mapping: Identify operational efficiencies and business improvements, such as integrating digital product identification (barcode/GTIN scanning) and media capture (photo verification) into field collection workflows.
Governance, Quality & Stakeholder Management

Data Quality & Validation Frameworks: Ensure business processes embed complex data consistency rules, manual discretionary workflows for field operators, and rigorous quality/analytical reporting pathways.

Vendor & Contract Integration: Collaborate with contract managers and commercial leads to ensure business governance and KPI reporting structures are reflected in vendor contracts.

Stakeholder Collaboration: Facilitate alignment between digital delivery teams, field force leaders, analytical users, and senior operational stakeholders.

Candidates will be expected to architect business capabilities across two key operational domains:
Central Collection Management & Operations:
- Annual sampling allocation (Basket of Goods & Outlet distribution).
- Target assignment, collector scheduling, absence management, and progress tracking.
- Internal data consistency checks, exception handling, and analytical quality reporting.
- Data collation pipelines for central policy and economic consumption.
Field & Outlet Collection Services:
- On-the-ground price and metadata capture workflows.
- Field validation protocols and localized exception management.
- Discretionary outlet selection rules for field operators when primary sources are unavailable.
- Offline operational resilience procedures.
Key Deliverables
- Target Operating Model (TOM) Blueprint: Comprehensive business capability map and operational handoff framework for the split internal/external delivery structure.
- Business Process Models (BPMN): Detailed "To-Be" process maps covering target issuance, field collection, local validation, and centralized data quality reporting.
- Business Statement of Requirements (SoR): Structured functional requirements baseline to support third-party procurement and tender documentation.
- Business Impact & Transition Assessment: Analysis of operational change impacts on field force personnel, survey operations, and quality assurance teams.
Essential Experience & Qualifications

Active Security Clearance: Must hold valid, active UK SC Clearance.

Business Architecture Expertise: Demonstrated track record defining Target Operating Models, capability maps, and value streams in complex, matrixed environments using recognized frameworks (eg, TOGAF, BIZBOK).

Operating Model Transformation: Direct experience guiding organizations through shifts from fully outsourced models to hybrid or insourced operational models.

Public Sector/Large-Scale Operations: Proven understanding of public sector operational standards, survey operations, data collection methodologies, or high-volume statistical workflows.

Process Modeling Tooling: Proficiency in business process mapping using standard tools (eg, EA Sparx, Visio, Draw.io, or Gliffy within Confluence).
