Java Developer (SC Cleared) | Inside IR35 | up to £550 per day | 1 DAY IN HULL PER WEEK

The Role

We are looking for a hands-on, agile Java Developer (Software Engineer) to join an exciting, cross-system initiative known as Justice ID. Justice ID aims to enable secure, efficient, and trusted flows of data across the Criminal Justice System (CJS), directly addressing the challenges of fragmented Legacy systems and identity resolution.

As a Software Engineer, you will join a small, multidisciplinary pathfinder team combining digital, data, policy, and operational expertise. Your immediate focus will be a fast-paced, 3-month proof of concept (PoC) and prototyping phase to test the operational and technical viability of the 'Identify and Manage an Offender' (IMO) service. You will take end-to-end ownership of development, working directly with frontline users and stakeholders to rapidly build, test, and iterate on working prototypes that pull data from police, prison, probation, and court APIs.

Skills and Experience Required

  • Java Backend Development: Proven experience building scalable, secure enterprise applications utilising Java and modern frameworks (eg, Spring Boot).

  • Rapid Prototyping & Iteration: Experience working in a "test-and-learn" pathfinder environment, building "good enough" prototypes and iterating on them rapidly based on live, real-world user feedback.

  • API Integration & Data Handling: Strong experience consuming existing RESTful APIs and connecting disparate data pools to handle identity matching and complex data presentation.

  • Security & Access Control: Experience designing and implementing secure, role-based access controls (RBAC) to ensure sensitive frontline data is securely managed.

  • End-to-End Problem Solving: A proactive mindset with the ability to own technical discovery, automated testing, and active troubleshooting within live operational contexts.

  • User-Centric Collaboration: Comfort working alongside user researchers and directly with frontline stakeholders (such as police or probation staff) to refine technical solutions.

Technical Experience and Tooling

  • Core Tech Stack: Deep proficiency in Java, microservices architecture, and database integrations.

  • CI/CD & Testing: Solid experience with automated testing frameworks, containerisation (eg, Docker), and modern deployment pipelines to ensure rapid, stable iterations.

Specific Deliverables/Artifacts

  • Working prototypes and pilot products that demonstrate accurate identity matching and clear data presentation to frontline police forces.

  • A robust technical approach and codebase for providing role-based access control to frontline users.

  • Documented technical findings outlining feasibility, system constraints, and integration approaches encountered during the PoC.

Working Arrangements

One day per week in our Hull office, alongside remote work. Working arrangements may vary slightly by project life cycle needs.
