This is an exciting opportunity to play a key role in delivering high-quality homelessness prevention and housing solutions, supporting vulnerable households and ensuring statutory duties are met under the Homelessness Reduction Act 2017.
Homelessness Intervention and Prevention Officer
Public Sector - Local Authority
Full Time - Monday to Friday, 36 hours per week
Grade 9 - £22.41 per hour PAYE / £29.72 per hour Umbrella
Hybrid Working - 2 to 3 days per week in office, remainder at home
IT equipment provided
ASAP Start
Temp to Fixed‑Term Contract after 12 weeks. Please note: once the FTC commences, payment will be PAYE only, as Umbrella rates do not apply to council employment.
The Role
You will provide a bespoke homelessness prevention and intervention service to individuals and families presenting with housing needs. Acting as a caseworker, you will assess risk, explore prevention options, and deliver sustainable housing solutions.
Key responsibilities include:
Carrying out statutory homelessness assessments and making robust, legally sound decisions, including S184 decision letters
Developing and maintaining Personalised Housing Plans (PHPs) to prevent or relieve homelessness
Providing expert advice on housing options, welfare benefits, and tenancy rights
Taking early intervention action to prevent homelessness, including negotiation with landlords, lenders, and family members
Managing a complex caseload with a focus on prevention outcomes and reducing reliance on temporary accommodation
Working collaboratively with internal teams and external agencies such as social care, probation, health services, and voluntary organisations
Making recommendations for the use of prevention tools and funding, including Discretionary Housing Payments (DHP) and Homelessness Prevention Funds
Maintaining accurate case records and ensuring compliance with relevant housing legislation
About You
Due to the complexity and volume of cases, we are seeking candidates with strong, demonstrable experience in homelessness and housing casework.
You will have:
Proven experience in homelessness prevention and assessment, including writing S184 decisions
Strong working knowledge of the Homelessness Reduction Act 2017 and related housing legislation
Experience managing high-volume, complex caseloads in a fast-paced environment
A proactive and solution-focused approach to preventing homelessness
Excellent communication, negotiation, and case management skills
The ability to work collaboratively with a wide range of stakeholders and agencies
