Park Avenue Recruitment are currently working with a Dorset-based Local Authority seeking an experienced Environmental Health Officer to join their Private Sector Housing team on an initial 6-month contract.

This is an excellent opportunity for a qualified Environmental Health Officer looking for a varied caseload across housing standards, enforcement and regulatory services, whilst benefiting from flexible hybrid working arrangements and free on-site parking.

Purpose of the Job

As an Environmental Health Officer, you will play a key role in improving housing conditions and protecting tenants within the private rented sector. You will undertake a broad range of statutory duties, ensuring compliance with housing legislation and delivering effective regulatory services to residents, landlords, letting agents and partner organisations.

Key Responsibilities

Undertake inspections of privately rented properties under the Housing Act 2004.
Carry out Housing Health and Safety Rating System (HHSRS) assessments and identify Category 1 and Category 2 hazards.
Investigate complaints relating to disrepair, poor housing conditions, overcrowding and housing-related health and safety concerns.
Take enforcement action where necessary, including serving statutory notices and preparing cases for formal action.
Assess and determine appropriate interventions to improve housing standards across the private rented sector.
Investigate unlicensed Houses in Multiple Occupation (HMOs) and ensure compliance with mandatory and additional licensing requirements.
Conduct inspections of HMOs and other residential accommodation to ensure compliance with relevant legislation and standards.
Prepare detailed reports, schedules of work, witness statements and legal documentation.
Attend court proceedings, tribunals and case conferences as required.
Provide professional advice and guidance to tenants, landlords, managing agents and other stakeholders.
Liaise with internal departments, external agencies and partner organisations to deliver positive housing outcomes.
Maintain accurate case records and utilise case management systems effectively.
Contribute to wider private sector housing initiatives, enforcement projects and housing improvement programmes.

Requirements

Degree in Environmental Health (or equivalent recognised qualification).
Environmental Health Registration Board (EHRB) qualification or equivalent.
HHSRS qualification and experience undertaking housing inspections.
Significant experience working within a Local Authority Private Sector Housing service.
Strong working knowledge of the Housing Act 2004, HMO licensing legislation and associated housing enforcement powers.
Experience investigating housing complaints and undertaking enforcement action.
Excellent report writing, communication and stakeholder management skills.
Full UK driving licence and access to a vehicle preferred.
