Adecco Public Sector are currently partnered with a key Regulatory body to recruit a Head of People Strategy Delivery for an initial 9-month fixed-term contract. This role offers remote working however occasional attendance to the organisations London offices will be required in alignment with team meetings etc.

The Role

This is an exciting and dynamic role, supporting the Director of Finance and Resources, in the management and delivery of an ambitious three-year People Strategy. The role with work closely with any identified delivery partners, with the Staff Forum and with other Heads of Service in order to progress commitments made in the strategy. You will also take the lead in developing, revising and implementing policies, procedures and standard operating procedures as required. The Resources Directorate is responsible for People and Culture (HR), Finance and various other corporate responsibilities.

The Head of People Strategy Delivery will play a key role in delivering the strategy but also liaising with and coordinating the management of the HR function provided by our outsourced shared HR service partners, including overseeing the HR SLA and leading on the relationship with the external HR team. You will work to update HR policies, agreeing detailed processes as well as developing clear and deliverable annual People HR plans within the bounds of the Service Level Agreement (SLA).

About you

To be successful in the role you will be able to display the following skills and experience:

  • CIPD, degree level qualification in HR Management or equivalent professional experience
  • Strategic, senior level HR experience with strong generalist expertise to support all the areas of the people strategy
  • Experience of developing and supporting the successful delivery of an overall People strategy
  • Experience of developing and delivering key performance indicators to review success of HR initiatives.
  • Ability to demonstrate up to date knowledge and understanding of employment law.
  • Experience of successfully managing change, budget and financial aspects of HR including workforce planning, managing employee relations; policy writing, managing staff and teams - remotely and/or office based - is also desirable.
  • Strong communication skills, both oral and written, including highly effective presentation skills and ability to tailor communications to suit the target audience at all levels of the organisation.
  • Ability to communicate complex and sensitive information with tact and diplomacy.
  • Ability to understand the bigger picture, anticipate and foresee wider implications of decision making.
  • Ability to quickly establish rapport and credibility with colleagues at all levels. Experience of working with Senior Leadership to understand their needs, taking decisions and facilitating desired solutions.
  • Skilled in using strategic understanding and benchmarking market information to develop medium to long term HR strategy and associated recommendations for implementation.
  • Experience of monitoring and managing organisational structure, workforce headcount and costs to support business objectives.
  • Ability to lead and motivate a team that performs to the highest standard, either directly or through Matrix management.
  • A clear understanding of what quality service delivery looks like, and proven experience in setting and monitoring service delivery expectations.
  • Proven ability in stakeholder engagement and building strong relationships at all levels across an organisation and its external partners.
  • Proven ability in working autonomously and sound use of judgement in interpreting instructions and requirements and choosing the appropriate course of action within agreed parameters.
  • Excellent written and verbal communication skills. Strong persuading, influencing and facilitating abilities
  • Excellent organisational skills including attention to detail and an ability to manage multiple workflows at the same time.
  • Ability to commission, understand and develop organisational responses to detailed, technical advice and risks, in particular relating to HR and governance.
  • Ability to work well and present calmly under pressure.
  • Experience of project management.
