Permit Representative

The main task is to judge if a Permit is needed at a specific site. In the event that a permit is required, a permit process must be initiated and close contact with the local municipalities is required.

This means that what is required proven experience and good networking within the Dutch municipalities.

Overall purpose of position

The legal advisor acts external by visiting municipalities to discuss developments that might influence site deployment, discuss the local antenna policy and the yearly delivered map with existing and new Telecom locations ("Plaatsingsplan").

Key results/output of position

  1. Permits: ensure smooth granting of permits, discuss Plaatsingsplan & local Antenna policy with municipalities
  2. Legal control over telecom Locations and Hotspots
  3. Manage existing lease agreements and control proper renewal, adaptation, cancellation of agreements
  4. Safeguard the position regarding public fees imposed (eg WOZ, waterschap)
  5. Handles administration law issues and legal conflicts concerning existing and new Telecom -sites, including building and monument permits
  6. Checks permit issues of Telecom - sites in Engineering Packs, notes these in antenna-database. Sends location and permit information of all Telecom locations per municipality to a central database for the production of a map per municipality with all antenna-locations
  7. ("Plaatsingsplan"). Checks the produced Plaatsingsplan before it is sent to the municipality.
  8. Discuss the Plaatsingsplan with municipalities (Plaatsingsplangesprek).
  9. Check municipal zoning plans ("Bestemmingsplannen") and local Antenna Policy and comment on that verbally and/or in writing
  10. Handles civil law, property law and real estate law issues and procedures concerning existing lease-agreements/Landlords.
  11. Advise, maintains, expands and gives notice to (end) existing or new lease-agreements, including Multi Site & Single Site Landlords -
  12. Advise Specials-Department; Equipment Expansions ("allonges");
  13. Advise in renegotiating contracts, special and general conditions in existing and/or (re)new(ed) (frame)agreement with (multisite) Landlords
  14. Updates & Develops the standard lease contracts (recht van opstal, dakovereenkomst, grondovereenkomst, Addenda) to protect and safeguard the interests of KPN Netherlands B.V.
  15. Co-ordination and organizing of aforementioned activities- Keeps track of results and share information of external meetings with national government and Monet, note developments in relevant jurisprudence and regulations and share this with the Deployment department (Sr.)

Challenges & Opportunities

  1. Ensure that the end-user operations concerning roll out and antenna property maintenance is in line with national and international regulations
  2. Prevent or limit negative feelings and legal consequences of KPN activities or closed lease-agreements
  3. Clear and timely communication with external parties, like local government, property owners, tenants, local action groups. To uphold the trustworthiness of the company. Wrong communication may lead to negative media exposure.
  4. Conduct legal proceedings started by or against the end user
  5. Share information about new developments in municipalities ("nieuwbouw wijkenen bedrijventerreinen") with Geo Marketing


  1. University level education (Nederlands recht, afstudeerrichting: Burgerlijk recht/Bestuursrecht)
  2. In depth knowledge of Dutch Civil, Property, Lease, Real Estate and Administrative laws and regulations
  3. Knowledge of telecommunication laws and regulations
  4. Fluency in Dutch and English is required, strong verbal and written communication is essential
  5. Knowledge of (wireless) telecommunication business
