"We have an exciting opportunity now available with one of our sector-leading council clients! They are currently looking for a skilled Interim Payroll Manager - (Oracle Implementation to join their team for a six-month contract.
Chartered Institute of Payroll Professionals (CIPP) qualified, or an equivalent qualification, or demonstrable technical and theoretical knowledge related to payroll/pensions/payments/other specific administration and management at this professional level.
Post graduate level management qualification, or an equivalent level of demonstrable technical and theoretical knowledge related to service and process improvement, performance management, and compliance in financial processes.
Significant experience working in payroll and pensions services, demonstrating advanced expertise and a broad knowledge of the specialism and related procedures and practices.
Experience of line managing staff and developing effective operations and team working to meet objectives.
Subject matter expertise in payroll and pensions administration and associated legislative requirements alongside experience in developing processes and systems to enable compliance.
Thorough understanding of technical theories, issues and related principles and application to practice in payroll and pensions service provision.
Up to date awareness of technology and an understanding of the use of large IT systems for operating similar services, including specific knowledge of SAP, Oracle or other similar equivalent system used for working in a relevant environment.
Deep understanding of HR systems and business processes and experience of successfully identifying and implementing improvement projects.
Experience of overseeing service improvement of teams and services through monitoring and management of performance and deep understanding of customer service tools and techniques
Experience of successfully managing projects and assigned work including, costing resources to provide accurate and viable solutions, monitoring progress, and taking remedial action to ensure project milestones are achieved.
Sound and accurate overall IT skills for daily office duties such as using e-mail, word processing documents or creating spreadsheets or graphs to present information.
Key responsibilities
Ensure that payroll services comply with standards and procedures, as well as legislation and codes of practice.
Develop all processes necessary to manage the optimum functioning of all payroll processing and associated services.
Work closely with HR&OD and customers to ensure alignment of process and practice with customer needs and policy provisions.
Maintain and develop the integrated HR and payroll system and other supporting electronic business systems.
Develop and implement tools, techniques and systems aimed at achieving service and process efficiency.
Working as part of the wider leadership team and HR & OD service, work through service reviews and plan actions to address errors, advance payments, late issues, problems, efficiencies, and improvements.
Ensure that payroll is delivered within the agreed timescales and tolerances, and in line with statutory and regulatory requirements.
Plan, co-ordinate and implement all events/activities within the payroll calendar, with particular emphasis on ensuring that all payroll end of year requirements are delivered accurately and in line with statutory requirements.
Ensure that payroll is processed within WSCC requirements and statutory timelines and that the processes are optimised, robust and compliant.
Ensure that the service is delivered in accordance with relevant information security standards.
Develop and maintain expertise, standards, and practice across the service in key areas of payroll practice and employment regulation (eg tax, statutory payments) to promote compliance and efficiency.
Represent WSCC on regional forums on payroll issues, undertaking environmental scanning, understanding implications, and working with HR&OD to implement change as a result.
Collaborate with HR&OD to review and maintain payroll and pensions related policies, procedures, and rules.
Ensure the accurate and timely management and maintenance of employee files and records.
Provide expertise and support to specification of requirements on payroll, pay, and pensions related projects, procurements and initiatives.
Ensure that processes & procedures are undertaken with due regard for audit standards, including liaising with internal and external audit agencies and ensuring the implementation of recommendations and learning.
Ensure adequate controls are in place and continually monitored/reviewed (eg information security, business compliance, management of risk).
Keep up to date on law changes, tax directives, and other information pertaining to payroll by undertaking research and gathering information through appropriate channels such as payroll institutions, and regulatory bodies.
Promote and demonstrate excellent customer service.
Undertake resource planning for the service area to ensure resource within the team are sufficiently flexible and are deployed effectively and efficiently to meet demand.
Support the Service Delivery Manager in the preparation of and delivery of service plans ensuring quality service delivery within specification and financial constraints.
Contribute to project work including providing support to major projects and participating in project teams where necessary.
