Overview:

The Hydraulic Research Unit at the Utah Water Research Laboratory (UWRL) is seeking a dedicated and detail-oriented Business Manager II to provide comprehensive business and administrative support. The mission of the Business Services team is to enable, serve, and support the department with budgeting, reconciling expenditures and fiscal data, and information management. This role involves coordinating business and financial responsibilities between the Hydraulics unit and its customers, working closely with UWRL administration, strategic planning, and ensuring compliance in various financial activities.

This position will be considered for a hybrid in-state telework schedule in accordance with USU policy, with a majority of the time spent in the office and flexibility given within business needs.

Review of applications will begin November 1, 2024 with an anticipated start date in November 2024.

Responsibilities:

Business and Administrative Support:

Provide business and administrative support to the Hydraulic Research Unit.

Coordinate business and financial responsibilities between the University and its customers.

Collaborate with UWRL administration in planning, developing, and maintaining policies and procedures for the Hydraulic Unit.

Proposal Preparation:

Work directly with UWRL customers, in close collaboration with the Sponsored Programs Office (SPO), to ensure appropriate agreements are executed, and that customer forms and paperwork are filled out as part of the agreement.  These forms include NDA’s, W9’s, company registrations and others.

Review Requests For Proposals to verify proposal compliance.

Prepare and review budgets, complete necessary paperwork, and submit proposals into Kuali.

Track proposal status and needs for the Hydraulic Unit.

Contracts Management:

Manage, track, and analyze financial activities on Hydraulic contracts to ensure compliance.

Complete journal vouchers, labor distributions, and reallocations to ensure timely and accurate processing.

Verify and enter amendments and budget changes into Kuali.

Prepare invoices, track accounts receivable, and complete the close-out process on contracts.

Payroll Management:

Review timesheets for Hydraulic faculty, staff, students, and hourly employees to ensure proper contract expenses.

Supervise the input of full-time employees’ time.

Perform human resource functions including timesheet verification.

Financial Reporting:

Prepare and design financial reports for individual faculty and group reporting.

Use reports to ensure financial accuracy, make comparisons, and assist with planning.

Daily Financial Activities:

Manage daily financial activities and provide support/training to employees assisting with these activities within the Hydraulic Unit.

Oversee travel preparation and reconciliation, review and approve p-card purchases, support purchasing decisions, and submit transactions into EZ-Buy.

Qualifications:

Minimum Qualifications:

Bachelor’s degree in a business field plus three years of experience; OR an equivalent combination of education plus experience is required.

Preferred Qualifications: 

Knowledge of USU’s Banner, Kuali, AggieTime, EZ-Buy, Argos, ServiceNow systems.

Knowledge of contracting processes and associated local, state, federal, and other regulations.

Familiar with USU Policies and Procedures.

Proficiency with Microsoft Suite and document sharing systems such as Box, Google Drive, and Outlook.

Knowledge, Skills, and Abilities:

Knowledge of finance enterprise systems and software.

Computer skills, including Excel and Windows.

Knowledge of management reporting systems.

Knowledge of finance, accounting, budgeting, and cost control procedures.

Ability to train and lead staff.

Problem solving and critical thinking skills.

Knowledge of contracting process and associated local, state, federal, and other regulations.

Ability to develop and maintain recordkeeping systems and procedures.

Skilled in budget preparation and fiscal management.

Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.

Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.

Expert knowledge of financial principles, practices, concepts, and that analysis of reports of financial data.
