Federal Business Development Manager
Astor & Sanders Corporation (Astor) is an award-winning IT solutions provider headquartered in McLean, VA and is seeking senior and mid-level Federal Business Development Managers. This is a full-time and hybrid position in Mclean, VA. This position will require travel up to 20% annually.
Roles & Responsibilities:
Create and execute business development, capture management, and proposal management processes that align to the Shipley best practice framework
Create pipeline of existing and new federal clients to establish and maintain relationships with key decision-makers
Develop and implement a robust sales plan to meet or exceed sales objectives in acquiring new accounts
Identify leads for new business opportunities; and develop and execute capture strategy increasing P-Win to secure identified opportunity
Monitor government acquisition notices to identify those that align with Astor’s & SID’s capabilities and goals
Develop and implement strategic plans to penetrate accounts and expand business
Identify growth opportunities by thoroughly understanding the needs of the business through active communication with the client
Responsible for business development and capture efforts to successfully identify client needs, and collaborate with Solutions Architects to translate requirements into solutions
Identify and work with the proposal team to identify and contribute to content leading to submissions of RFIs and RFPs at the federal level
Conduct comprehensive market research and analysis to identify emerging trends and competitor activities
Prepare and deliver compelling capability presentations and technical proposals to prospective clients and partners
Attend conferences, events, and other networking meetings with relevant stakeholders to mature sales and Capture P-win. Requires travel.

Requirements
10+ years’ experience holding full times positions in Business Development roles.
10+ years’ experience in aggressive Business Development and Sales; identifying and maintaining client relationships with various agencies within the Federal Government
10+ years’ experience in Proposal writing to include development of Win Themes and Discriminators; leveraging the Shipley process lifecycle
8+ years’ experience in the Information Technology (IT) industry
Must have experience selling to the federal government
Bachelor’s Degree Business, Marketing, or related field
Ability to lead a team of Solutions Architects and other BD/Capture leads, is desired
Agency knowledge and active relationships in any of these agency’s a plus: DOL, IRS, NOAA, FDA, Department of Transportation, DHS, HHS, DOD, USDA,
Proven ability to win awards in the federal market and achieve company growth
Demonstrated ability to use federal contract sourcing tools to identity opportunities
Prior CRM tool experience, with ability to run Executive level reporting
Excellent written, oral communication, and presentation skills
Ability to demonstrate resourcefulness, strategic thinking, and be a self-starter
