The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the defense industrial base (DIB). ISAG’s support spans DOD, Federal Agencies, and International Partners to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation, which enables senior leaders to execute strategies for developing and sustaining a robust industrial base. From policy to practice, we are a team of economic and national security professionals providing innovative solutions for the most pressing security challenges.

We have a near-term need for a Foreign Language Analyst to provide hybrid support at SPA HQ in Alexandria, VA and the Forrestal Building in Washington, DC. 

Responsibilities:

The Foreign Language Analyst will support the Department of Energy's Office of Manufacturing and Energy Supply Chains (MESC) with technical and program support services for Economic Security and Global Investments (ESGI) mission to ensure investments are free of Foreign Entity of Concern (FEOC) vulnerabilities and influence. Will provide technical and program support to ESGI in reviewing, assessing, and mitigating FEOC risks to the industrial base. Will provide data analytic and Chinese-language translation support, and perform analytic deep dives for MESC/ESGI program awards and assigned MESC program focus areas. The analyst will provide analysis of foreign influence and support monitoring efforts based on risk-based matrixes and ESGI prioritization. The analyst will develop reports and briefs on findings and will propose recommendations on findings to MESC leadership. 

Qualifications:

Required:

Active TS/SCI clearance

Bachelor's degree

3 to 5 years of U.S. Government experience supporting national security policy, the intelligence community, foreign direct investment, outbound investment, or foreign malign influence

Fluent in spoken and written Chinese language

Experience in data science

Desired:

Master's degree

Bachelor's degree in the areas of Business, Finance, Economics, or Data Science

5+ years of experience supporting national security missions, the intelligence community, foreign direct investment, outbound investment, or foreign malign influence
