WORK WEEK SCHEDULE

Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek.

POSITION PURPOSE:

Evaluates, supervises, and directs functions and processes related to the Transportation Business Office (Payroll Services) area. Reviews payroll and operating expenditures to ensure compliance with policy and practice and assists with the development and maintenance of business-related management reports. Ensures timely and accurate payroll processing for the department. Assists Business Manager with chart maintenance, position costing, and public sector budget modules. Advises and collaborates with all transportation administrators and supervisors on a daily basis.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Considerable knowledge and understanding of applicable state and federal laws in addition to Wake County

Public School System (WCPSS) policies, practices, and procedures affecting the transportation of students;

Considerable knowledge of Microsoft Office, specifically, Microsoft Word, Excel, and PowerPoint; Google Apps; Oracle;

Knowledge of payroll and document record keeping and reporting techniques;

Demonstrate successful leadership skills with the ability to motivate and direct staff;

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;

Ability to understand, interpret, and apply specific rules and regulations governing the process of fiscal documents, maintenance of financial records, and the preparation of various reports;

Ability to establish and maintain effective working relationships with all levels of school system staff, external agencies, contractors, and employees.

EDUCATION, TRAINING, AND EXPERIENCE

Associate’s degree in accounting or relayed field; AND

Five years of school system payroll experience is equivalent; AND

Two years of leadership and supervisory experience.

CERTIFICATION AND LICENSE REQUIREMENTS

Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

School or public transportation experience;

Experience with payroll systems (Oracle), Global Positions System (Synovia), Transportation Information Management System (TIMS);

Payroll/Time Keeping supervisory experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provides daily leadership and supervision of Business Office Processing Technicians by establishing clear performance objectives, guidelines, and procedures.

Reviews Business Office Processing Technicians daily work for accuracy and completeness.

Coordinates, supervises, and prioritizes the timely processing of Transportation staff payroll along with monthly review of payroll entries prior to payroll lock.

Provides listing of payroll adjustments monthly to payroll for processing.

Provides assistance to district level payroll concerns during times of high volume or absences.

Ensures correct procedures are followed per departmental specific guidelines established.

Provides on the job training and development to business office staff.

Provides training to school-based staff related to field trip transportation on an annual basis and serves as point of contact for school staff and central office staff related to extra bus use.

Communicates personnel issues with supervisor as required.

Serves as lead for the Transportation Department regarding all payroll related activities and technology changes.

Liaises with senior leadership across the district, in addition to Compensation Services, to ensure accuracy and efficiency in all payroll related matters.

Manages access to time and attendance functions for all Transportation staff and updates as needed due to staff changes.

Creates and manage processes with HR, Payroll, and Benefits related to employee leaves, benefits, and bonus eligibility and follows up as needed.

Conducts routine audits of leave and timesheets and communicates and corrections needed to payroll.

Compiles and reports weekly and monthly transportation reports using key performance indicators.

Compiles and submits monthly and annual reports to DPI, including but not limited to, TD-1, TD-2, and TD-19 reports.

Provides support to the Senior Administrator of Business Office and Senior Director of Transportation on an as-needed basis.

Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers, and filing cabinets. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered medium physical work, requiring the exertion of up to 25 pounds of force.
