THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

Job Description: The Senior Financial Specialist plays a critical role in managing, coordinating, and overseeing complex financial operations and reporting for Naval Information Warfare Programs (NAVWAR) programs and subordinate organizations including Program Executive Offices (PEOs).  The ideal candidate will have extensive experience in US Navy and DoD financial management, including the Planning, Programming, Budgeting, and Execution (PPBE) process, and a deep understanding of governmental financial regulations, and the ability to lead and mentor junior staff.

Responsibilities:

Financial Planning and Analysis: Develop and manage financial plans and budgets for various programs and projects within the Department of the Navy; Conduct in-depth financial analyses to support decision-making and strategic planning; Prepare comprehensive financial reports, forecasts, and variance analyses.

Budget Management: Oversee the preparation, review, and approval of budgets for assigned programs or departments; Monitor budget performance and manage adjustments to ensure alignment with financial goals and regulations; Ensure compliance with financial policies, procedures, and governmental regulations.

Financial Reporting: Prepare and review financial statements, reports, and schedules for accuracy and completeness; Coordinate with internal and external auditors to facilitate audits and ensure adherence to financial standards; Provide detailed financial summaries and insights to senior leaders and stakeholders.

Compliance and Risk Management: Ensure compliance with federal financial regulations, policies, and guidelines; Identify financial risks and develop strategies for risk mitigation; Implement and enforce financial controls and best practices.

Requirements

Bachelor's Degree (Required) from an accredited 4-year College or University. Master’s degree in business administration preferred.

Seven (7) years of specialized acquisition financial and program planning and budgeting experience within the Department of the Navy (DON).

Seven (7) years of experience interpreting and applying FM principles and familiarity with FM processes, techniques, policies, regulations and organizational strategic goals.

Seven (7) years of experience in being a Team Lead or senior member of the FM team with analysis decision-making experience.

Experience with Microsoft Office products (MS Word, Excel, Power Point and Access).

CDFM - Certified Defense Financial Manager required.

Active Secret Clearance required.

The likely salary range for this position is $95,000 - $130,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
