Spencer Clarke Group are seeking a Learning and development officer for a Local Authority Client based in East London.

In this role, you will be responsible for designing, delivering, and ensuring the quality of Learning & Development programs that enhance the skills and knowledge of staff within the Revenues & Benefits and Homelessness Prevention services.

About the role:

You will be tasked with delivering key strategic objectives:

Develop and deliver effective Learning & Development programs across all service areas within Revenues & Benefits and Homelessness Prevention.
Conduct regular training needs analyses to identify skill gaps and training requirements for staff.
Liaise with Heads of Benefits, Homelessness Prevention, Revenues, and other relevant departments to align training initiatives with service delivery improvements.
Produce and maintain training materials, workbooks, and manuals for effective learning.
Assist in preparing and implementing annual training plans to ensure comprehensive training coverage for all staff.

About you:

The successful candidate will have the following skills / experience:

Significant experience in training delivery, preferably in a multi-service environment such as call centres, multi-site operations, or project-based settings.
Strong working knowledge of Homelessness Prevention legislation, Housing/Council Tax Benefits legislation, and related regulations.
Experience in evaluating learning outcomes and using various techniques to analyse performance and identify learning interventions.
Experience in handling sensitive issues that may impact service delivery, with a politically sensitive approach.

What's on offer:

Salary: £23+ph

*may negotiate higher for exceptional candidates, based on experience*

Contract type: 3-6, months minimum, with a high likelihood of extension

Hours: Monday to Friday, 36 hours per week
