Job Description

The Payroll, Time & Expense Administrator is responsible for overseeing the accurate and compliant processing of payroll, timekeeping, and expense (including travel expense) reporting for Convergint Federal. This role ensures that all payroll activities are executed in line with government contracting regulations, including adherence to the Fair Labor Standards Act (FLSA), the Defense Contract Audit Agency (DCAA) guidelines, and other applicable federal laws. The PT&E Administrator will work closely with HR, Accounting, Project Management and Contracts teams to ensure seamless integration of time and expense data into payroll and billing systems.

Key Responsibilities:

Payroll Management: Oversee the full payroll process, ensuring timely and accurate payment of wages to all colleagues.

Process weekly and bi-weekly payroll and ensure accurate withholdings for taxes, benefits, and other deductions.

Maintain compliance with federal, state, and local payroll laws, including special requirements related to government contractors.

Coordinate with HR to manage employee classifications, compensation changes, and benefits deductions.

     

Timekeeping Compliance: Administer and maintain the company’s timekeeping system, ensuring compliance with DCAA and company policies.

Review and approve colleague timesheets, ensuring accurate recording of hours worked, overtime, and paid time off.

Ensure all time entries for government contract work comply with applicable regulations.

Provide guidance and training to colleagues on proper timekeeping procedures.

Compliance/Reporting & Audit Support: Prepare and maintain records to support internal and external audits including payroll records, timesheets, and expense documentation.

Stay current with changes in payroll laws and regulations.

Generate and submit accurate payroll reports and other reporting for quarterly and annual tax filings as needed.

Assist in DCAA and other government audits related to payroll, timekeeping and expenses.                   

Expense Reporting: Oversee the tracking and reimbursement of colleague expenses in accordance with company policies and government contracting regulations.

Review and approve expense reports, ensuring compliance with the Federal Acquisition Regulation (FAR) and company guidelines.

Work with project/program managers to ensure expense allocation is accurate and billable to the appropriate government contracts.

Monitor and manage employee travel planning, reimbursement and company credit card balances.

Review and process travel expense reports, ensuring documentation and compliance.

Provide support and training to employees on travel and expense policies.

Data Integrity and System Management:  Serve as the primary administrator for the payroll and timekeeping system.

Coordinate with IT and vendors to maintain and upgrade systems as needed.

Ensure integration between timekeeping, payroll, financial reporting and HRIS systems to support accurate billing and reporting.

Maintain accurate colleague records, including changes in salary, deductions, and withholdings.

Reporting & Analysis: Generate regular and ad-hoc reports on payroll, labor distribution, and expenses for management review.

Assist the Finance team in labor cost analysis for government contracts.

Communication and Training:

Communicate payroll policies and procedures to colleagues.

Conduct training sessions to educate colleagues on relevant payroll matters.

Other Duties: Other duties assigned within reason of current role previously specified.
