Responsibilities:
The Facility Security Officer (FSO) will develop, supervise, and direct security measures necessary for implementing applicable requirements of the 32 Code of Federal Regulation Part 117, NISPOM) and related federal requirements for classified and unclassified contracts, materials, documents and equipment. The FSO serves a member of the Insider Threat Team. The ultimate responsibility for all security matters resides with the Facility Security Officer.
Create, execute, and monitor the office security policies, procedures, and practices in compliance with Government security standards
Process and maintain employee personnel security clearances and all associated record-keeping requirements
Establish procedures for handling, storing, and keeping records, and for granting personnel and visitor access to restricted records and materials
Study and implement federal security regulations that apply to contracts held
Maintain all facility clearance records
Receive, prepare, and submit reports, to include those required by the 32 CFR Part 117, NISPOM
Develop and maintain an ongoing program of employee security education and training, to include insider threat training,
Conduct the initial security briefing, the annual refresher briefing, and additional briefings as required
Provide guidance and instructions to employees to ensure any event, circumstance or act that could be considered a breach of security is reported immediately
Maintain records on subcontractors and request DD254’s as required per subcontractor
Receive and interpret company DD254’s
Provide assistance to, and security education for, subcontractors
Submit Facility Security Clearance sponsorship for subcontractors as required
Verify U.S. citizenship for non-cleared employees assigned to classified contracts, to include initial briefing
Maintain records of the proper destruction of classified materials
Prepare for annual vulnerability assessment by the federal government, to include self-inspection
Prepare and submit Visit Authorization Requests as required per individual classified contract and request same from applicable subcontractors
Provide oversight for and meet regularly with the Information Systems Security Manager to ensure the integrity of the classified information system and to maintain accreditation
Monitor adherence to classified contractual requirements pertaining to the release of information, and coordinate requests for approval prior to the publishing of any information
Investigate security violations and prepare reports specifying action to be taken
Serve as primary contact for DCSA reviews and correspondence
Qualifications:
In-office position, facility is possessing
High school diploma required; Associates degree preferred
Three to five years of experience as an FSO with a Top-Secret Clearance required
Experience working in the A/E/C industry preferred
Must be a United States citizen
Ability to obtain and maintain a security clearance at the same level as the facility
Ability to successfully complete required security training
High level of professionalism and confidentiality
Ability to work independently
Ability to be proactive with strong planning skills
Exceptional interpersonal, written, and verbal communication skills
Strong analytical skills
Exceptional organizational skills; must be detail-oriented
Excellent judgment and decision-making skills
Ability to multi-task
Strong skills in Microsoft Office, with ability to learn required government databases
