Position Description :

If you love high profile and challenging projects supporting the US Navy- Serco has a great opportunity for you! As a Senior Financial Analyst, you will be supporting the Chief of Naval Operations (OPNAV) Air Warfare Division (N98) through all phases of naval aviation $45B resource management portfolio while shaping the future of Naval Aviation. Serco supports the US Navy as a prime for their OPNAV N98 Training and Manpower Support contract, and our team directly supports the OPNAV N98 staff with administrative, manpower, training, and financial/budget analytical subject matter experts. You will be part of a 3-member contracting team that works closely with the customer, onsite at the Pentagon to deliver quality resourcing analysis. The team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program. 

ACTIVE SECRET SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.

In this role, you will:

Support the Programming and Budgeting Section Head, Deputy Section Head and Requirements Officers by assisting in the analysis, development, and, programming required to provide a balanced annual budget for the Director, Air Warfare while maintaining Total Obligation Authority (TOA) within fiscal constraints and along operational priorities.

Provide detailed PBIS data pulls as required, formatted to best deliver the requested information including analysis of POM development and PPBE processes.

Provide detailed, expert knowledge of N98 historical decisions across all appropriations and multiple budget cycles.

Provide analysis of Naval Aviation force structure matters and financing of capabilities in support of the investment strategy.

Develop and deliver in-depth analysis of operational and fiscal risk and requirements necessary to support limited funding across the entire Naval Aviation portfolio.

Provide detailed analysis of alternatives based on operational, acquisition and fiscal risk assessments in order to support government conclusions and recommendations.

Qualifications:

To be successful in this role, you will have:

An active Secret clearance.

A Bachelor’s degree.

10+ years of relative experience.

Experience in consulting directly with military customers.

Experience in PPBE process and PBIS.

Additional desired experience and skills:

Recent experience interfacing with System Command PMA/PMW BFMs as well as Budget Directors/Comptrollers and FMB budget analysts/comptrollers.

Understanding of US Naval Aviation specific programs as well as the ability to provide programmatic recommendations and accurate historical comparisons.
