Job Description

This is a professional level position in the Office of Children and Families (OCF).  The position reports to the Chief of Prevention Services. The main responsibility of the Director is to oversee youth workforce programming for OCF and work collaboratively with other City Departments, the School District of Philadelphia, Charter Schools and Philadelphia Works to ensure that the City has a robust workforce program for youth and young adults.

Essential Functions

Oversee programmatic alignment of youth workforce programming in the OCF.  This portfolio includes Parks & Recreation and the Free Library as well as C2L-PHL.

Oversee OCF’s investment in C2L-PHL, including the monitoring of the contracted C2L-PHL intermediary, ensuring contract accountability, financial reporting and invoice timeliness, and program outcomes.

Support alignment of C2L-PHL programming across City departments.

In collaboration with system partners, inform training and quality assurance supports to community-based providers participating in youth workforce programming.

Oversee the Youth Workforce Manager in achieving operational efficiency and supporting City departments hosting C2L-PHL activities.

Evaluate programmatic needs and develop priorities that maximize youth participation and ensure compliance with appropriate federal, state, and local standards.

Work with OCF performance management team to analyze participation of youth from specific populations, such as youth involved in the juvenile justice and child welfare systems.

Effectively and efficiently manage fiscal and program resources through budgets and reports.

Ensure C2L-PHL programming promotes career pathway development in alignment with citywide youth workforce goals.

Facilitate the recruitment of youth and the sharing of youth workforce, career awareness, best practices across OCF programs and partnerships.  

Represent the Office of Children and Families at internal and external meetings related to career development initiatives and youth workforce development.

Develop and maintain relationships with key partners that promote and support career development opportunities for youth.   

Collaborate with OCF communications team to amplify C2L-PHL opportunities for Philadelphia youth. 

Collaborate with system partners to secure additional funding and resources for C2L-PHL and manage special initiatives.

Special projects as assigned.

Competencies, Knowledge, Skills and Abilities

Strong organizational skills, including the ability to handle simultaneous priority projects and meet established deadlines.

Skilled at building relationships with providers, stakeholders, and other City departments.

Ability to exercise sound and independent judgment within general policy guidelines.

Ability to work well with different team members.

Ability to effectively and succinctly communicate complex concepts both in writing and orally.

Strong written, oral, and visual communication skills.

Ability to anticipate public reaction and think strategically.

Familiarity with, and understanding of, City of Philadelphia municipal operations and departments.

Ability to work independently to achieve goals.

Ability to problem solve and think creatively to produce solutions.

Ability to respond appropriately to emergencies and/or crisis.

Track record in establishing and sustaining collaborative and effective working relationships.

Ability to effectively communicate – verbally and in writing - with a variety of stakeholders.

Grant writing and application experience preferred.
