The position: The Compliance Manager will be responsible for managing a team that handles all aspects of affordable housing compliance to help ensure program compliance for all properties within the portfolio.
Responsibilities:
Optimize the use of personnel resources by hiring, training, empowering, and motivating department team members
As needed, complete online file reviews and approvals, and bonus file reviews
Excellent communication skills, with in-depth knowledge of the latest industry procedures and regulations
Assist with the development of internal affordable housing policies and procedures to ensure compliance with all HUD Multifamily, LIHTC, and various other programs’ regulatory requirements
Ensure company policies and procedures are implemented on all properties within the portfolio and are being followed consistently
Assist with the development of a training program for onsite personnel for all department-related programs and procedures.
Provide Compliance and On-Site Teams with updates pertaining to program regulations
Affirmative Fair Housing Marketing Plans are updated every five years, or as needed
Handle MOR and state audit preparation, including responding timely and accurately to avoid an uncorrected 8823; utilize audit results as a training tool to avoid similar findings of non-compliance
Conduct periodic internal reviews or audits to ensure that compliance procedures are followed
Verify that any software technology in place adequately provides oversight and monitoring in all required areas
Ensure Max Rents, Utility Allowances, and Income Limits are reviewed/changed timely as per program requirements.
Identify compliance risks and recommend changes to Vice President
Ensure accurate completion of Annual/Quarterly Reports for City/State Supervisory Agencies and Tax Credit Syndicators as required
Ensure timely completion of lender related compliance reporting
Coordinate with Regional Managers to review property compliance policies, and discuss property performance
Lead employee training sessions on compliance issues
Supervision of Compliance Associates
Confirm that an organized system of maintaining “first-year” files is in place if applicable
Qualifications:
Education & Experience:
Minimum of 5 years’ experience in a compliance monitoring position, or similar job experience.
Must have at least 2 affordable housing designations, such as HCCP, COS, CPO, NCP, BOS, TCS, etc.
Ideal candidate will have 5 years of property management experience
Onesite and Yardi experience preferred
Physical Requirements:
May be required to sit for extended periods of time
May occasionally be required to lift or carry items such as files or office supplies weighing up to 15 pounds
Must be able to operate a computer, keyboard, mouse and other office equipment
Must be able to read documents, computer screens and data
Must be able to hear and understand verbal communications in person and over the phone or computer
Work Environment:
This is a hybrid role requiring the associate to be in our Phoenix office at least 3 days a week.
The office is an open setting which may include bright lights, constant noises and distractions
