Job Description:

The Program Manager will serve as the primary point of contact (POC) for communicating issues, concerns, or problems that arise during the performance of this Task Order and will have overarching responsibility for the success of the Task Order for a federal government agency. The Program Manager will have decision authority, the ability to direct staff, and will take the lead in resolving all issues, concerns, or problems. This role demands proactive engagement with the client, ensuring timely responses to questions, concerns, and comments, and alerting the client to potential issues. The position is a hybrid role with 2-3 days of onsite work required weekly.

Responsibilities:

Oversee overall program management activities, ensuring compliance with all project management requirements.

Maintain and manage the Program Management Plan (PMP) and individual project schedules.

Coordinate and support the COR and project managers in risk management and risk registry maintenance.

Ensure project timelines, resources, milestones, and checkpoints are appropriate and well-managed.

Prepare and deliver quarterly briefings on key project accomplishments and risks, including milestones met and deliverables.

Ensure all plans (e.g., System Development Plan, Quality Assurance Plan, Configuration Management Plan) are comprehensive and aligned with agency standards.

Review and approve final versions of all status reports and project plans, including formal and informal status reports, task order quarterly and monthly status reports.

Lead and participate in kick-off meetings, monthly/quarterly status meetings, and other project-related meetings.

Address and resolve any major project issues or concerns raised during meetings.

Develop and implement comprehensive communication/change management plans tailored to user categories.

Design, plan, and coordinate work teams, providing overall direction to the formulation, development, implementation, and delivery of the program.

Build a team, assign tasks, evaluate outcomes, and negotiate resources.

Provide technical support to program team members by handling complex application features and technical designs.

Document risks and develop mitigation plans to ensure successful task completion.

Track budget and monitor progress via appropriate metrics, ensuring achievement of performance, revenue, and profit objectives of the program.

Implement and monitor communication plans to ensure timely and effective communication within the program team and with the client.

Qualifications:

Required

Bachelor’s degree, preferred in Computer Science, Information Science, Information Systems Management, Math, Statistics, Operations Research, or Engineering

Minimum of 10 years’ experience managing Federal IT programs.

PMP certification required.

Proven ability to design, plan, and coordinate work teams and understand business and technical objectives of a program.

Experience in creating program charters and work plans, tracking budgets, and monitoring progress using appropriate metrics.

Strong skills in risk documentation and mitigation planning.

Excellent communication and leadership skills, with the ability to provide technical support and direction to team members.
