35 hours per week - 9:00 till 17:00

Hybrid Working - Home working and also in Liverpool when required

Six month + Rolling Contract

Job Purpose
To drive forward the strategic direction of the organisation by overseeing the successful development, planning, management and implementation of major or significant physical regeneration projects across the City. These programmes are aligned with Liverpool City Council's vision, capital schemes and the wider organisation's aims, objectives and goals.
The NEC Service Manager is responsible for achieving the agreed deliverables and outputs with adherence and application of the NEC contractual requirements with the Council's supplier(s); on time and within budget, working across the company and with key departments and strategic partners such as Liverpool City Council directly, through strategic partners to further the regeneration of Liverpool as well as local community organisations and groups. The NEC Service Manager will require to apply the contractual mechanisms, clauses and timelines for communications in line with NEC and via the contract administration application currently adopted by the Council.

Main Areas of Responsibility:
* Understanding the objectives and scope of the Programme and Project, managing expectations to ensure these are translated into the achievable and realistic outcomes and benefits.
* Successfully implementing the programme and project by means of a robust plan that sets out key milestones, timescales, dependencies etc.
* Creating, organising and managing multiple programmes and projects in tandem with varying objectives, timescales and controllable and uncontrollable pressures.
* Effectively communicating with stakeholders, managers and staff across all levels of the company, council and external organisations, using a wide range of media and channels.
* Managing information by ensuring robust communications are shared in line with the contractual requirements with all affected parties effectively and in a timely manner.
* Monitoring progress and addressing/managing specific elements that may present specific issues or additional risk - including supporting project leads on monthly dashboard reporting into the department's governance and assurance processes in place.
* Management of PSC and PSSC form of contract with consultancies / suppliers commissioned by Liverpool City Council to support highways infrastructure design schemes / programmes of work.
* Managing of all NEC Contract Administration including but not limited to Early Warnings, Compensation Events, Risk Register, Early Warning Register
* Evaluating progress by drawing information from Project Managers and ensuring any corrective action is taken where necessary.
* Managing budgetary aspects, whilst ensuring all expenditure is undertaken with probity and within the company's Financial Standing Orders guidelines.
* Monitor and evaluate programmes and projects, ensuring 'best price' and quality standards are met throughout.
* All aspects of quality management associated with the Programme and Projects, ensuring outcomes are in line with scope and expectations.
* To take responsibility and ownership for the cost and financial management, monitoring and reporting of individual projects and programmes including advance budget and expenditure profiling to ensure the Councils capital monitoring and forecasts are regularly updated and accurate.
* To facilitate the technical approval of designs within the Major Projects portfolio
* Support the development of contract briefs for projects, ensuring legal, procurement, Council Standing Orders and relevant Council authorities are in place.
* To work with the Public Liaison Officer in contributing to the Communications reporting, ensuring such activity is planned to maximise positive promotional opportunities.
