ORGANIZATION SUMMARY

POSITION SUMMARY
Reporting to the CHRO, the Senior Vice President serves as an integral member of the senior management for the assigned division or area of responsibility within the network of the organization. The Senior Vice President is responsible for the development of management strategies to meet priority goals and is a primary contributor to the development of the division strategic plan. The SVP- HR supports the CHRO in providing leadership and guidance to FREE’s HR functions.
Human Resources is comprised primarily of Employee Recruiting, Retention and Talent Management, Employee Engagement, On-boarding, Staffing, Benefits, Leaves of Absence, Employee Relations, Human Resources Information Data Management and Analytics, HR Software training and Professional Development.
Responsibilities:
DUTIES, RESPONSIBILITIES, AND ESSENTIAL FUNCTIONS
Primary Duties, Responsibilities, and Essential Functions
HR Operations and AdministrationPromote a culture of quality customer service and employee engagement among the HR team and organization
Provide guidance and leadership to the human resources team
Assist with the resolution of human resources, employee engagement, talent management and professional development questions, concerns and issues
Maintains knowledge of laws, regulations and best practices in employment law, human resources and talent management
Creates and maintains Human Resources policies and procedures
In collaboration with the CHRO, measure, analyze and report on key performance indicators
Recruiting and Employee EngagementOversee the Recruitment, selection and hiring processes
Oversee all stages of candidate experience (including application, interviews, selection, onboarding and continued communication after hire).
Build and manage external relationships including schools and vocational organizations, recruiting outlets, peer organizations, and vendors.
Participate in FREE and peer network events to build brand awareness.
Measure key recruitment metrics, such as vacancy rates, turnover, and retention and implement actions to address identified deficiencies.
Drive retention efforts by sharing observations and making recommendations based on candidate and recent hire feedback and experience with/observations of hiring managers and program/department practices.
Initiate the annual employee engagement survey, promote participation and work alongside senior executive leadership and CHRO to develop response to agency, next steps and interventions
Oversee temporary worker usage for the FREE network.
Professional Development

Design and deliver a dynamic, comprehensive learning and development strategy aligned with the agency’s strategic plan that positions FREE as a leader in staff development in its field
Document, communicate and execute the professional development goals of the organization, revising as needed
Oversee the development and facilitation of training in position-related topics.
Identify opportunities to promote FREE as a learning organization. Establish and maintain constructive internal and external relationships in pursuit of department/agency goals
Pursue opportunities for FREE to be awarded contract and other training opportunities to support team member professional growth and/or support the Long Island developmentally disabled provider community
Ensure the development and delivery of agency’s DEIB training in support of the agency’s commitment to Diversity, Equity and Inclusion
Oversee the recruitment and development of a roster of trainers, internally and externally
Collaborate with program and department leaders to identify the most effective and efficient means of delivering training to team members
Collaborate with external peer agencies to share resources and capacityOversee the relationship with external learning partners such as SUNY Stony Brook, SUNY Empire, SUNY Farmingdale etc.

Demonstrated ability to communicate with multiple constituents at different organizational levels with confidence and clarity
Experience leading high performance teams with a customer service orientation and results driven approach
Specialized Training, Licenses, Certifications:PHR,SPHR/SHRM-CP preferred
Knowledge, Skills, , and Abilities:
Demonstrated competency in all state, local, federal regulations and agency policies relevant to the operation of the division.
Familiarity with OPWDD, OMH, DOH, ACCESS-VR and other state government entities required to sufficiently operate the division.
