As the Purchasing Manager, you will oversee all aspects of procurement for materials and services, managing daily operations, developing procurement strategies, and collaborating with internal stakeholders to meet organizational needs. You will also be responsible for building and maintaining supplier relationships, negotiating contracts, and ensuring compliance with policies and regulations. Additionally, you'll lead a team of purchasing professionals, providing guidance, setting goals, and driving performance to optimize efficiency.

Responsibilities:

Supervisory Responsibilities

• Hires, trains, supervises, motivates, and develops purchasing department staff; manages schedules and workflow.

• Assigns duties and monitors quality of work; assures staff conforms to organizational policies and procedures and government regulations.

• Provides day-to-day guidance and oversight of subordinates; actively works to promote and recognize performance.

• Keeps up to date on overall activities of the team, identifying problem areas and taking corrective actions.

Logistics & Inventory Management

• Obtain purchasing specifications for programs.

• Support the development and communication of all aspects of procurement plan; assist in establishing, communicating, and implementing long-term goals for the department to promote effectiveness and efficiency.

• Monitors inventory position against sales forecast and customer orders to maintain acceptable safety stock levels.

• Assist in strategically critical projects focusing on total cost reduction, key supplier relationships, commodity focus, and supplier consolidation.

Purchase Order Management

• Support and provide accurate job costing process from start to finish.

• Determine purchase requirements and generate purchase orders.

• Provide detailed analysis of purchased goods through required reports.

• Utilize MIS, Blueridge, and Phocas to increase order processing efficiency.

• Review and act on messages daily to address inventory-related issues promptly.

Vendor & Inventory Management

• Monitor inventory position against sales forecasts and customer orders.

• Maintain acceptable safety stock levels.

• Provide supporting bid documentation such as site maps, photos, and spreadsheets.

• Maintain PACE’s vendor evaluation program, reporting on on-time delivery, quality, and responsiveness.

• Working closely with the company legal department to make sure contracts and terms are favorable.

Compliance & Policy Development

• Act within established objectives and policies to accomplish assigned goals.

• Enforce all policies, rules, regulations, and procedures set by the organization.

• Ensure compliance with government regulations and corporate policies and procedures.

Communication & Collaboration

• Work closely with sales and operations to develop a scope of work for projects that are both large and small.

• Represent the organization to customers, associates, and leadership as needed.

Qualifications:

Minimum Education

Associate's Degree in Supply Management, Business, or a related field.

Minimum Work Experience and Skills

Must have at least 5 years of progressive experience in Purchasing, sourcing, or supply chain management.

Must have at least 3 years of supervisory experience.

Must have at least 3 years of plumbing/Industry experience.

Computer proficiency, technical aptitude, which will translate to the use of PACE systems (MIS, High Jump, Phocas, etc.)

Excellent written, oral communication, and interpersonal skills.

Basic competence in subordinates’ duties and tasks

Strong organizational, problem-solving, and analytical skills

Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.

Proven ability to handle multiple projects and meet deadlines.

Ability to deal effectively with a diversity of individuals at all organizational levels.

Good judgement with the ability to make timely and sound decisions.

Working knowledge of data collection, data analysis, evaluation, and scientific method.

Ideal Education

Bachelor’s degree in Supply Chain management, Business Administration, or a related field.

Ideal Work Experience and Skills

7-8 years of progressive experience in Purchasing, sourcing, or supply chain management.

5+ years of demonstrated proficiency in supervising and motivating subordinates.

Proven track record of leading strategically critical Purchasing projects.

Ability to interpret and negotiate contracts.

Commitment to excellence and high standards

Ideal Professional License

Professional License CPP, or CPPM or Certification in Purchasing
