What You'll Do:

Provide leadership and expertise in the combined role of Safety Manger and Radiation Compliance Officer.

Implement the Corporate Safety plan at the office level.

Manage the Health & Safety [H&S] program, and the Radiation Safety Program at the office level. You may also be responsible for the Medical Monitoring program.

Prepare Activity Hazard Analyses and lead training classes.

Conduct periodic site visits to project sites to monitor and assess implementation of the ECS H&S Program.

Ensure the office actively participate in scheduled safety observations  

Review incident investigations and/or conduct more detailed investigations when necessary.

Perform Root Cause Analysis in accordance with the H&S Incident Reporting and Management.

Work with Subsidiary to ensure safety goals and objectives are aligned with ECS’ Corporate Safety program.

Ensure that subsidiary Safety Director is apprised of and updated on incidents, near misses, and/or unsafe conditions.

Prepare and present a monthly safety summary report that summarize safety incidents, observations, audits and training.

Complete all required Radiation Safety Officer trainings.

Immediately report all incidents to Subsidiary Radiation Compliance Officer and the Corporate Director of Radiation Compliance.

Be knowledgeable and familiar with the ECS Corporate Radiation Safety Program.

Maintain Branch Radiation Safety program/policy including but not limited to:Emergency procedures and contact information.

Provide training of new employees to become authorized gauge users.

Maintain all gauge inventories, leak testing, calibrations, reporting, audits.

Implement ALARA practices to keep general public safe from radiation exposure and properly monitor all authorized users.

Ensure annual refresher training and regular field audits are completed in accordance with applicable standards and ECS policies.  

Coordinate with local HR Administrator to ensure new hire radiation training is conducted. The Radiation Safety Officer is expected to interact with all new hires, conduct hands on training, and provide material training.

Lead/Coach local management in performing field radiation safety audits (inspections).

Radiation Safety Officer shall conduct an introduction meeting with new employees to discuss radiation program safety and how it relates to their new job duties (during the first 48 hours of employment).

Conduct monthly radiation safety meetings with management and field staff and maintain a record of employee attendance. Attendance records shall be maintained in the radiation files for review during internal and regulatory audits.

Coordinate and conduct incident investigations and collect required documentation.

Facilitate a post-incident meeting for all incidents. The meeting should: Be face-to-face (virtual option for Subsidiary Radiation Compliance Officer and Director of Radiation Compliance). 

Understand details of incident including context of situation.

Identify opportunities to learn from incident. 

Document post incident meetings for incident files.  

What We're Looking For:

If driving for, or on behalf of, any ECS subsidiary, a valid driver’s license is required.

High school diploma or equivalent is required. Advanced safety and health certification from a recognized safety organization such as American Society of Safety Professionals (ASSP) or a related degree from an accredited college or university is preferred.

3 years of experience in the construction industry OR at least 1 year of safety related experience. *This position must be approved by Branch Manager and Subsidiary Radiation Compliance Officer with supporting documentation sent to the Director of Radiation Compliance.

Satisfactory completion of an approved Radiation Safety course, USDOT Hazardous Materials Transportation course and 8-Hour Radiation Safety Officer training course is required. Complete ECS Radiation Safety Officer internal face to face training conducted by the Subsidiary Radiation Compliance Officer prior to delegation of authority.

Ability to analyze organizational process through the review of data.

Ability to train others [individuals and groups].

Excellent written and verbal skills.

Knowledge of Federal/State/Industry safety regulations including transportation regulations governing transportation of radioactive materials.

Knowledge of US Nuclear Regulatory Commission, (US, NRC) and state/local jurisdiction policies and procedures governing the use and storage of radioactive materials and radiation producing devices.

Must be proficient in the use of Microsoft Word, Excel, and Outlook.

OSHA 30-hour Construction Outreach or industry-recognized certification preferred.
