Responsibilities:

The Procurement Manager is responsible for overseeing the acquisition of goods and services critical to the operations of the a large scale Department of Defense (DoD) program. This role involves managing the entire procurement process, ensuring compliance with federal and DoD regulations, and collaborating closely with stakeholders to meet the organization’s material and tool needs. The Procurement Manager will lead the procurement team and work with vendors and internal end-users to ensure procurement activities are timely, and cost-efficient. This position requires the ability to commute to Linthicum, MD at least one day per week. 

Responsibilities: 

Oversee the complete procurement lifecycle, from Request In Process (RIP) to material delivery. 

Ensure all procurement activities comply with federal and DoD regulations, including the Federal Acquisition Regulation (FAR). 

Monitor and manage procurement costs ensuring cost-effectiveness and adherence to baseline. 

Identify and mitigate risks associated with procurement activities, including supplier, contract, and compliance risks. 

Conduct audits and reviews of procurement processes to ensure compliance and drive continuous improvement. 

Manage the vendor selection process, including sourcing, evaluation, award decisions, and purchase orders. 

Lead contract negotiations with vendors, securing favorable terms and conditions for the DoD. 

Enter, review and approve contracts, purchase orders, and other procurement documents. 

Personnel management of the contractor procurement team

Qualifications:

12 years of experience, may have supervisory or management experience. Minimum of 7 years of experience in government procurement

Active Secret clearance.  

Experience managing a high volume of procurement activities, including forecasting and software renewal management. 

Knowledge of FAR, DFARS, and other federal procurement regulations. 

In-depth knowledge of procurement principles, practices, and procedures. 

Proficient in procurement software and Excel. 

Strong leadership and team management capabilities. 

Excellent communication and interpersonal skills. 

Strong analytical and problem-solving skills. 

Desired Qualifications

Prior experience supporting GSA AAS Defense contracts is highly desirable. 

Experience with CostPoint is a plus.

Target Salary Range:

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
