Overview:

RTI International’s Center for Water Resources (CWR), delivers cutting-edge services across the spectrum of water resources including river forecasting, water supply modeling, and hydrologic risk analysis.  These projects require expertise in data management and analysis, hydrologic, hydraulic, and water quality modeling, assessment of impacts on the natural and built environment, and analysis of economic and social outcomes. Many CWR projects involve the development of data management and decision support systems to help water managers understand, evaluate, analyze, and ultimately make decisions regarding their water systems.  This often involves the design of models, tools, dashboards, and data management systems for both efficient project execution and system delivery. We have an immediate opportunity for an Environmental Application Systems Engineer with experience related to the deployment and maintenance of custom desktop and web applications.

This position will be based in RTP, North Carolina or Fort Collins, CO but telework is an option.

The skillset required for this position is a combination of IT Management, Database Administration, Network Security, and Systems Administration skills. The focus of activities for this position are primarily the maintenance of custom software developed by RTI and deployed to our clients’ networks. Critical to success in this position is someone who enjoys working with clients to understand and talk through challenges they may be facing. Our team at CWR applies standard water resource management principles and actively creates web, desktop and mobile applications for a variety of environmental engineering applications. The person in this position will be part of a team at CWR that thinks critically to design novel systems and tools to help water managers make better operational decisions.

Responsibilities:

-       Design, develops, modifies, adapts and implements short- and long-term solutions to information technology (IT) needs through new and existing applications, systems architecture, network systems and applications infrastructure.

-       Maintaining, updating, or otherwise modifying code for RTI in-house modeling systems

-       Familiarity with custom application development including database management, security practices, authentication and authorization, network architecture, firewall restrictions.

-       Experience in some of the following (not all are required):

System administration

·       Diagnose and resolve problems faced by customer IT teams related to RTI custom applications

·       Check on server health

·       System enhancements and upgrades; oversee patch management

·       Asses the reliability of server demand performance

Network security

·       Help reduce downtime and disruptions of custom applications

·       Identifying appropriate system backups in case of outage

·       Managing information and data access

·       Maintaining and updating firewalls

Database administration

·       This role requires a familiarity of DBA responsibilities. Position will likely require collaborating with customer DBA teams to install custom applications; discuss access/user roles; perform upgrades; and troubleshoot collaboratively when problems occur.

Experience in developing, deploying, or maintaining custom software

-       Strong communication skills

·       Willing to act as client-facing technical point of contact on projects.

·       Strong communication and organizational skills to be able to work with a variety of external IT staff, cybersecurity experts, and DBAs to resolve issues remotely

·       Willing to liaise between end users and IT teams; explain technical problems in plain English to end users

Qualifications:

Bachelor's Degree and 5 years of experience, Master's or PhD degree and 3 years of experience, or equivalent combination of education and experience.

At minimum, comfort with: 

·       MS SQL, postgres, powershell, Azure, opening ports, firewalls, DNS, Active Directory, Windows Services

·       Knowledge of different operating systems

·       Familiarity with versioning tools

·       Basic programming and scripting skills

·       Ability to work effectively and comfortably with multidisciplinary teams of researchers, IT specialists and support staff.

·       An interest in in water resources principals including hydrology, hydraulics, water resources management, floodplain mapping, water quality, and the related data is a plus. 

·       Ability to manage multiple priorities while working independently and on teams. 

·       Ability to listen and communicate well both verbally and in writing.

·       Ability to mentor and help lead activities performed by junior developers and/or data managers.

·       Strong problem-solving skills and a willingness to be flexible and learn new concepts and technologies on the job.

·       To qualify, applicants must be legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment visa status.

Preferred not required:

-       Familiarity with full-stack web application development including databases, web-services, security practices, user interfaces, user experience design.

-       Experience with containerization, cloud computing and deployment, continuous integration/continuous deployment, and application scaling is a plus.

-       Experience in or a desire to grow into a project management role.
