THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

The Deputy Program Manager (DPM) is a key position who provides analytical services to promote standardized management processes and procedures and integration of activities across the Cyber Security Division (CSD) to Department of Defense and Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA).  CISA leads national efforts to defend against cyber threat actors targeting U.S. Critical Infrastructure, federal and state, local tribal, and territorial (SLTT) governments, and the private sector. The scope of the contract includes Strategic Planning and Analysis, Program and Project Management, Budget and Financial Management, Acquisition and Procurement, Program Analysis and Controls, Property Management, Data Integration, Information Technology Support, Administration and Communications, and cyber security and information technology research and review, analysis and assessments for use and interoperability with cyber security products and services by CISA stakeholders.

Responsibilities:

Backup of the Program Manager in execution of all tasks.

Responsible for all ACT1 work performed under the scope of contract statement of work.

The single point of contact for the customer’s contracting officer and contracting officer’s representative.

Leading, managing and coordinating all ACT1 staff efforts in accomplishment of SOW tasks.

Working with ACT1 corporate staff implementing ACT1 corporate policies, procedures, and contract management practices.

Supervising staff and personnel assigned and management of staff with personnel supervision duties.

Requirements

Over 10 years of program management experience managing and leading large staffs in a Program Management Office complying with contractual requirements.

Experience interfacing and communication with Senior Government Officials and developing/reviewing plans, reports, reviews, and deliverable products covering the scope of the contract.

Experience recruiting, hiring and staff management on a contract requiring staff with DHS suitability requirements.

Experience transitioning into a new contract with a new customer.

Experience with and implementing DHS acquisition and procurement policies, requirements, procedures, and best practices.

PMP or PMI Certification required.

CBP Suitability is required.

Active TS/SCI Clearance required.
