Job Description

Reporting to the Deputy Directors, the Project Manager will handle multiple projects that involve research, planning, and implementation. They will need to collaborate with OPPD staff and other stakeholders to develop project plans. Project topics, resources, timelines, and conditions may vary, requiring the Project Manager to stay adaptable and focused on advancing projects.

The Project Manager will also work closely with City colleagues and external partners, building strong relationships and providing objective feedback. Effective leadership and communication skills are necessary to coordinate among diverse teams and stakeholders.

Navigating complex regulatory environments, anticipating challenges, and developing strategic solutions are important for this role. The Project Manager must be adaptable and able to learn quickly from past experiences.

This role ensures that projects align with organizational goals and deliver optimal outcomes.

Essential Functions

Support the overall OPPD workflow including the prioritization of projects, establishment of project structures, and planning and facilitation of project working sessions.

Develop project plans in coordination with OPPD staff and across City departments that involve significant budgetary, legal, personnel, and other factors.

Define project scope, objectives, and deliverables in collaboration with senior management and stakeholders.

Coordinate with cross-functional teams to ensure successful project execution.

Maintain clear and effective communication with all stakeholders, including team members, clients, upper management, and executive management.

Identify potential risks and develop mitigation strategies.

Monitor and manage project risks throughout the project lifecycle.

Ensure that project deliverables meet quality standards and stakeholder expectations.

Implement quality control processes and perform regular inspections.

Maintain comprehensive project documentation, including plans, reports, and records.

Prepare and present progress reports to stakeholders and management.

Monitor project progress and performance, identifying and mitigating risks.

Ensure project deliverables meet quality standards and client expectations.

Support departmental and external stakeholders through a project, while identifying and navigating barriers to the desired project outcome and timeline.

Special projects as assigned by the Mayor’s Chief of Staff.

Establish and maintain strong, collaborative working relationships across City operating departments and external partners to support policy implementation projects.

Incorporate the regular use of data analysis, dashboards and other analytical tools and methods in defining problems, developing project plans, and evaluating progress and outcomes.

Assist with project research, planning, and management across the OPPD portfolio as needed.

Conduct project evaluations to assess performance and identify areas for improvement.

Manage the project closure process, including final deliverables, documentation, and stakeholder sign-off.

Other duties as assigned.

Required Competencies, Knowledge, Skills, and Abilities

Knowledge:

Development, inform problem-solving, program evaluation, and performance management.

Robust analytical skills and ability to use data-driven insights to guide project

Experienced in developing and managing multiple projects, with a demonstrated ability to rework an approach based on unforeseen challenges, work well under pressure, and set/meet reasonable deadlines.

Strong knowledge of and relevant experience applying change management/process improvement approaches and tools.

Familiar with regulatory environments related to municipal government.

Understanding of project management methodologies, tools, and best practices (e.g., Agile, Scrum, Waterfall).

Awareness of relevant laws, regulations, and compliance requirements impacting the projects.

Understanding of risk identification, analysis, and mitigation strategies.

Skills:

Ability to synthesize multiple sources of information and translate findings into understandable recommendations and actionable pathways to pursue solutions.

Strong leadership abilities, highly collaborative, and team-oriented.

Driven by thoughtful, quality, and detail-oriented processes, project output, and client/team interactions.

Analytical skills and ability to use data-driven insights to guide project development, inform problem-solving, program evaluation, and performance management.

Skill in seeing opportunities, navigating barriers, being self-directed, and problem-solving solutions that enhance the City’s deliverables, processes, and practices
