To support the creation of a robust evidence base of local skills needs and wider labour market challenges to inform the thinking of a newly formed Skills Advisory Panel (SAP) for the established Heart of the South West (HotSW). SAP brings local employers and skills providers together to pool knowledge on current and future skills and labour market needs, and to agree on skills priorities for the area.

Duties and Responsibilities

The role holder will:

  • Develop an in-depth knowledge of labour market / skills data sources including their strengths and limitations
  • Cleanse, manipulate, store and maintain data in compliance with GDPR and data provider terms
  • Identify, gather and analyse data and evidence on skills, employment and economic conditions from a range of published sources;
  • Interrogate models and tools
  • Derive insights and narratives from complex data
  • Summarise, present and report their analysis for a range of users at different levels of levels of understanding, including business leaders. This includes the ability to communicate clearly verbally; using statistics; visual representation and in written English
  • Contribute to local labour market/skills reports and other analytical products such as infographics, dashboards and / or other tools, seeking and incorporating user feedback where possible
  • Help colleges, universities, training providers and employers to improve their understanding of the local skills system and make better decisions on skills provision and requirements
  • Support colleagues in deriving recommendations on the local skills system, to feed into the local skills strategy
  • Maintain positive relationships with internal and external partners
  • Network and exchange knowledge and best practice with a wider community of Skills Advisory Panel analysts
  • Maintain dialogue to develop an understanding of partner experiences in relation to the local skills and labour markets and the wider socio-economic, business and geographical context
  • Develop their expertise on the local skills system/labour market and local, regional and national labour market/skills policy and initiatives
  • Interact with data users, understand their concerns and needs and use insights gained to further develop the evidence base on local skills issues and wider labour market challenge
  • Expand their analytical and skillset and competencies in relation to skills and labour market information
  • Develop their knowledge of the local and national skills context and produce relevant evidence-based recommendations


This role would suit somebody who is interested in a developing a career that involves using evidence and analysis to influence regional employment and skills policy.


  • A degree in a relevant social science or research-based activity
  • Some training in quantitative (and ideally qualitative) analysis, such as statistics, maths, sciences, economics, psychology, geography, or finance

Skills and Understanding

  • Ability to write clearly, concisely, confidently and in Plain English.
  • Knowledge of or ability to quickly learn political, economic and social/demographic developments and an understanding of the potential impacts on the local skills ecosystem.
  • Proficiency in Word, Excel and Powerpoint.

Prior Experience

  • Experience of analysing and presenting data and findings through a variety of mediums (reports, data visualisations, presentations).

Other Requirements

  • Graduate of a UK university within the last 3 years
  • Right to work in the UK for the duration of the internship.
