JOB DESCRIPTION POSITION TITLE: CHIEF EXECUTIVE OFFICER SUPERVISOR: SKOKOMISH TRIBAL COUNCIL SALARY DOE/ DOQ EXEMPT REPRESENTATIVE JOB DUTIES: The Chief Executive Officer is the senior operational officer responsible to carry out the strategic plans and policies for all tribal activities. Through a respectful, constructive and energetic style, this professional provides managerial leadership and oversight of all the Tribal entities. Oversees operations to insure production efficiency, quality, service, and cost-effective management of resources. This person maintains and enhances Tribal resources, Tribal Sovereignty, and land holdings, ensuring long-range prosperity. This person directs the work of the senior level of Tribal management while building consensus and managing competing needs to achieve strategic advantage. Responsibilities include the attainment of both short-term and long-term goals and the development of the organization to ensure future growth. This person relies on sound judgment using current and reliable data to plan and accomplish the mission and goals of the Skokomish Tribe. Duties Include: Tribal Council Coordination/Communication 1. Ensures Tribal Council is notified at the onset of project planning and has reliable and sufficient up-to-date information to facilitate the Tribal Council decision-making process. 2. Ensures Tribal Council is informed and current on projects and issues. Provides oral and written reports regularly. 3. Provides advice and recommendations to the Tribal Council and committees and entities about new and unique opportunities and challenges arising during the year. 4. Oversees the flow of information and documentation from senior managers, boards, committees and other Tribal entities to the Tribal Council. 5. Represents the Tribe in internal and external forms and processes with prior approval by the Tribal Council in order to enhance the prestige of the Tribe to both the Skokomish Tribe and the external community. Participates in community events and is visible to the community. 6. Assists the Tribal Chairman in the setting of Tribal Council agendas and facilitates the efficient conduct of the Tribal Council meetings Managerial Leadership 1. Oversees the operations of organization and manages compliance with legal and regulatory requirements. 2. Creates and maintains procedures for implementing plans approved by the Tribal Council. 3. Promotes a culture that reflects the organization's values, encourages good performance, and rewards productivity. 4. Motivates and leads a high-performance senior management team. Hires, manages, and fires the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations. 5. Directs and coordinates the activities of senior management to ensure the highest level of coordination and cooperation between all entities. Evaluates and monitors individual Senior Management performance. 6. Ensures difficult and complex issues occurring within services and programs are resolved. Reviews, analyzes and initiates program revisions consistent with existing law, policy, and sound practice. 7. Makes recommendations to the Tribal Council on policy changes. 8. Partners with senior management and Tribal Council to provide support and guidance in the achievement of each entity's goals and objectives. Spearheads the development, communication and implementation of effective strategies and processes. Fiscal Management 1. Ensures the development and implementation of the Tribe's strategic plan and business plans for the current entities and new business endeavors to achieve longrange sustainability. 2. Ensures the development of operating and capital budgets for all entities according to the budget policy; monitors and provides oversight monthly for all budgets for the Tribe and its entities; directs and oversees effective corrective action as required. 3. Oversees each entity's individual and consolidated financial statements along with the management of cost relative to goals; takes corrective action as necessary. 4. Safeguards the Tribe's physical and financial assets and facilities. 5. Consistently assures that the Tribal entities operate in accordance with all the Tribal policies and procedures, and other applicable laws. 6. Authorize and oversee Tribal contracts and ensures contracts management as per policies and Council goals, objectives, and budget approval within the confines of the approved Tribal budget as per policy approved by the Tribal Council. Organizational Development 1. Advocates and promotes the Tribe's Fundamental Philosophy. Fosters a positive, results driven, accountable environment. Establishes credibility with the organization and Tribal council to develop solutions to enterprise and governmental challenges. 2. Implements and adheres to specific operational policies, programs, procedures, organizational structures and methods in concert with general policies. 3. Ensures the efficient and timely implementation and administration of general policies established by the Tribal Council. 4. Develops, maintains, and administers a sound organizational structure and initiates improvements as necessary. MINIMUM QUALIFICATIONS: 1. Applicants should have an MBA, MPA, or Masters Degree in Finance and a minimum of 5 years experience in the successful supervision and leadership of senior level executives, preferably with a tribal organization. 2. Experience in strategic planning and execution. Knowledge of contracting, negotiating, and change management. Skill in examining and re-engineering operations and procedures. Experience in formulating policy, and developing and implementing new strategies and procedures. Ability to develop financial plans and manage resources. Ability to analyze and interpret financial data. Knowledge of public relations principles and practices. Knowledge of communication and public relations techniques. Ability to develop and deliver presentations. Ability to identify and secure funding and revenue sources. 3. Work requires professional written and verbal communication and interpersonal skills. Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituencies in a diverse community. Ability to motivate personnel while simultaneously managing several projects. 4. Candidates must have proven leadership skills, including team building, consensus building and conflict resolution as well as a demonstrated ability to work effectively with diverse individuals and groups. The persistence, persuasion, intelligence, and evident personal integrity to develop and maintain consensus and the support with others in the community. An open personal style, resilience as a listener and patient while maintaining the priorities of the organization. 5. Candidates must be energetic and creative with high ethical standards, understand, and support Indian self-governance and Tribal Sovereignty. Additional Requirements: 1. Possesses current and valid Washington driver's license (within 30 days of hire if applicant is from out-of-state). No more than two at-fault accidents in the last three years. 2. Must pass a criminal background check upon employment, commensurate with the requirements to obtain a Class III Gaming License. 3. Must pass a pre-employment drug screen.
