Under broad guidance, the Chief of P3 is responsible for:
a.Providing guidance and leadership to the Pretreatment and Pollution Prevention Division (P3) and broadly across the Department
b.Ensuring all Division activities align with and support HRSD's Strategic Plan, Mission and Vision and on behalf of HRSD's customers
c.Ensuring that all Division work activities are in compliance with relevant state and federal regulations and that appropriate facility, staff and equipment are in place to meet customer needs
d.Developing and implementing continuous improvement efforts relative to P3 programs, staff, and support of HRSD plans, Mission and Vision.
e.Serving as the communication link between staff and senior management
f.Developing and implementing strategies and plans to meet current and future HRSD and customer needs
g.Ensuring that all non-domestic discharges into the HRSD system are appropriately controlled to protect HRSD facilities, worker health and safety, and the environment

Education
1. Required
Bachelor's degree in Chemistry, Biology, Biochemistry, Environmental Science, Engineering, Physics, or related science as approved.

2. Desired
a)Advanced degree in a relevant field; (b) Coursework/training in the principles of participative management, leadership, management and strategic planning; (c) a combination of significant experience and advanced training may substitute for the desired education

Experience
1. Required
a)Five years of relevant experience with progressively increasing levels of responsibility including supervision
b)Experience working in a team environment and using quality principles and a participative management approach
c)Three years of experience in budget management, human resources management, and employee leadership
d)Five years of experience providing leadership in CWA NPDES pretreatment operations and associated regulatory programs

2. Desired
a)Five years of management experience operating and managing a CWA NPDES pretreatment program
b)Pretreatment management experience at HRSD
c)Five years of experience internal to HRSD
d)Five years of experience with regulatory issues impacting CWA NPDES pretreatment programs and P3 operations including at the state and federal levels
e)Experience in professional association leadership roles at the state and national level
f)Experience working with regulatory agencies and requirements

Job-specific Technical Competencies
1. Required
a)In-depth knowledge of CWA-related environmental laws, federal and state pretreatment regulations as well as guidance
b)Knowledge of wastewater treatment technology and practice
c)Up-to-date knowledge and understanding of new technical and scientific developments in the field of CWA NPDES pretreatment for potential application in work processes
d)Ability to gain knowledge of the HRSD organization, and its policies and procedures
e)Knowledge of Microsoft Word, Microsoft Excel, MS PowerPoint and Adobe Acrobat
f)Negotiating skills that provide outcomes acceptable to HRSD and its customers
g)Ability to develop highly effective working relationships with policy makers, regulators, professional association leadership, civic groups, elected officials, etc.
