Head of Finance and Procurement - College of Policing

The Adecco Public Sector team have been engaged to source a Head of Finance and Procurement for the College of Policing.

The College of Policing is the professional body for the police service in England and Wales. They work with everyone in policing to set standards, to share knowledge and good practice and to support the development of police officers and staff. The Role

This is a significant role within the College of Policing where you will lead experienced teams across the Finance and Commercial Professional Community. You will report directly into the Director of Enabling Services and will have regular board level interaction.

You will be responsible for leading all financial and procurement functions for the organisation. Supporting the Chief Executive and Directors in delivering financial strategy and planning, budgetary management and financial control, financial forecasting and investment and procurement.

You will be responsible for managing the Colleges finances circa £70 million, ensuring we comply with the Companies Act 2006 and the International Financial Reporting Standards (IFRS).

Responsibilities

As Head of Finance and Procurement you will be responsible for:

  • Driving the financial strategy and planning for the organisation, making appropriate and timely recommendations to the Executive and College Board to inform wider strategic direction, business planning and decision-making. Ensuring appropriate financial terms are in place and value for money across the organisation is maximised.
  • Delivering effective budgetary management arrangements for the organisation that facilitate transparency and accountability, ensuring annual accounts meet the necessary standards, are accurate and laid before Parliament according to timetable.
  • Lead the overall management of day-to-day internal financial controls and assets including the detection and monitoring of fraud, and financial risk management.
  • Ensuring the College's procurement service is effective, complies with government and legal frameworks, is proportionate and agile, and the College achieves maximum value for money.
  • You will be the responsible owner of the College's finance and expenses system within Oracle Cloud. You will lead on the facilitation of central reporting needs, both financial and related non-financials required to deliver best in class reporting and dashboards to stakeholders to support decision making.
  • Own the effective delivery of financial systems, data and technology across the organisation, including effective controls and risk management.
  • As Senior Responsible Owner (SRO) ensuring the enterprise resource planning system (Metis) is integrated and adopted as a fully effective and efficient system.

About you

To be successful in this role you'll need to display to following skills and experience:

  • CCAB (or equivalent) fully qualified
  • A Level 6 qualification ie, honours degree or experience demonstrating the capabilities associated with a qualification at that level
  • Level 5 Leadership and Management qualification or equivalent experience
  • Significant experience of financial management in a public facing multi-stakeholder organisation at a senior management level.
  • Strong ability to build effective working relationships with internal and external stakeholders at all levels and work collaboratively to achieve objectives
  • Strong ability to understand and communicate strategy and work proactively to achieve strategic priorities
  • Strong ability to effectively challenge and influence others, including more senior colleagues and stakeholders, to ensure the right outcome is achieved
  • Able to systematically analyse and cut through complexity to bring clear, relevant and intelligible recommendations
  • Able to apply judgement creatively and flexibly to solve complex problems and generate new ideas.
  • Understanding of recognised industry skills frameworks, standards and approach
  • Able to communicate with, engage and inspire others at all levels

This is a leadership role, and as such, you will be expected to drive positive cultural change and embody the College's behaviours and values in all that you do.

Salary Bandings

National: £68,407 - £76,800

London (must reside inside the M25): £79,388 - £87,781

Locations

This role is available as a designated homeworking role. The postholder can also be based sites in either Ryton-on-Dunsmore, Durham, or Harrogate. Hybrid working opportunities can also be discussed prior to you taking up your post.

Other Information

  • Security Vetting to level NPPV2/CTC will be required.
  • May require regular visits to all sites
