The purpose of the role is: to work with the Cyber Resilience Team management and relevant directorates in enhancing and implementing the strategy and approach for cyber resilience and financial services sector engagement.

The role holder will provide in-depth expertise on the Irish financial services ecosystem with a focus on cyber and operational resilience, and strengthen the team responsible for providing detailed cyber expertise and intelligence across the Bank and to external stakeholders.

They will provide expert advice to support the delivery of the Bank's externally facing cyber resilience catalyst programmes to enhance the cyber resilience of individual firms and the financial services sector as a whole. These programmes include the threat-led penetration testing (TLPT) programme (TIBER-IE), the cyber threat intelligence operations centre (CTIOC) programme, the financial services sector cyber threat intelligence and information sharing initiative (CIISI-IE), and sector engagement work.

Responsibilities:

  • Work with the Cyber Resilience Team management to enhance and implement the strategy for cyber resilience, providing in-depth knowledge of the financial services ecosystem, including the supply chain, to enhance the cyber resilience of the financial services sector as a whole and to innovate for the future state.
  • Contribute to the management of the Bank's TLPT/TIBER-IE (Threat Intelligence Based Ethical Red-teaming) programme, with particular use of financial services sector expertise and experience to craft innovative attack vectors.
  • Build trust and foster relationships with relevant industry stakeholders to enhance the cooperation and information sharing across the industry and build strong sector and service provider engagement networks. Present to senior technical audiences and host special interest workshops and information sessions.
  • Advise and support the team in identifying and assessing emerging cyber and operational resilience issues and in the on-going surveillance and sharing of cyber threats and activity and to assist the Bank and the financial services sector by providing timely information and intelligence on emerging threats/vulnerabilities.
  • Further support and enhance critical information sharing in industry groups, across peers, as well as further developing the strategic sharing partnerships with other authorities and agencies in Ireland, the UK, the EU and internationally.
  • Manage and foster good working relationships with internal and external stakeholders to help deliver the division's mandate. This includes collaborating with the relevant directorates and domestic/international authorities to influence how this risk is addressed in Ireland and across Europe and to enhance the interconnectedness of key intelligence agencies to enable timely intelligence dissemination and greater cyber protection.
  • Represent Ireland on relevant domestic and EU fora as required, delivering strong influence for the bodies and developing strong working relationships with peers in this risk area. Provide briefings to representatives on national and international fora as/if required to ensure interests are appropriately represented and relevant stakeholders are informed.
  • Take a lead role in the provision of training and knowledge sharing within the team and across the Bank on cyber resilience, so it is understood, the expertise is shared and it contributes to enhance cyber resilience of the financial services sector.

Requirements:

  • A highly motivated individual with a high-level of relevant academic achievement eg a third-level honours degree in information systems, computer studies, finance or other relevant field.
  • Significant experience in the Irish financial services sector with detailed understanding of the Irish financial ecosystem including the practical operation of companies within financial services sectors, associated supply chain, and related operational and cyber threats.
  • Excellent capability in establishing and maintaining relationships with regulated entities and domestic/international authorities and peers, including having an ability to foster trust and engage senior management and the c-suite level on challenging issues where enhanced resilience is essential.
  • E xperience and understanding of cyber threat intelligence and the geopolitical threat landscape, and the evolving operating models of financial services firms.
  • Strong knowledge of the relevant regulatory and legal frameworks and an understanding of MITRE ATT&CK and the Extended Cyber Kill Chain.
  • Strong presentation skills with experience in presenting to large groups of senior industry members.
  • Relevant experience in IT or cyber security such as; experience in security operations, incident response, red-teaming or related InfoSec functions would be advantageous.
  • Strong analytical, problem solving, decision making, planning and organisational skills.
  • Proven ability to critically assess complex issues and problems with the ability to distil significant volumes of information and identifying root causes of issues.
  • Excellent verbal and written communication in particular the ability to relate to senior management and staff.
  • Excellent capability in establishing and maintaining relationships with regulated entities and domestic/international authorities and peers, including having an ability to foster trust and engage senior management and the c-suite level on challenging issues where enhanced resilience is essential.
  • Robust influencing and negotiation skills.
  • Strong people management, coaching and leadership skills.
