Overall Purpose of the Job
The Technical Operations Manager will be accountable for the efficient operation of the building services and process safety systems across the site including the liaison with client duty holders to ensure statutory and procedural compliance and site wide operational controls, setting the standard. You will lead a team of Subject matter experts (SMEs) and Capital Project Coordinators (CPC) to develop a centre of engineering excellence that will ensure that the maintenance programs are continually improved, and the infrastructure and process systems are operated, repaired, changed, installed, handed over to the benefit of our customer. Your excellent communication, planning and coordination skills will ensure you liaise with delivery teams, planning, support, clients, customers, offsite specialist, project managers to balance priorities, add value and ultimately deliver service excellence to the client. The role is not to operationally deliver but to have independence oversight with the ability to provide cross function process improvement.
Leadership – You will lead your team to become a centre of engineering excellence balancing both long term engineering strategy with the tactical and day to day activities to support the operations team and delight the customer.
Risk and mitigation – You will ensure that all operating systems and process safety risks are identified and recorded and mitigated in the provided systems to include ownership and control of Life cycle asset management (LCAM) from both CMMS and system risk as well as BCP Planning for never events and practice.
Oversight and Controls – In liaison with the client and EHS you will own the permit approver process matrix, your team of SMEs will be SAPs and own the appropriate control that is required, and your will lead the team to continually improve. General permits as well as HV, working at height, PSSR, confined space, compex, buried services etc. will also align with the site logbook ownership. It will encompass the mechanical and electrical LOTO process and key control and management. You team will also conduct level 1 audits and GEMBAs on their areas of responsibility on the agreed frequencies.
Site Wide procedural ownership and continuous improvement – You will own the site wide procedure for the delivery of service to ensure the best information, training, instruction is set for the operational teams to service maintain and repair your systems. Your remit will project manage and coordinate major system shutdowns where the risk dictates as well as liaison with the energy team to the duty holder reviews and update of CMMS system assets, frequencies and task plans. You with the support of the leadership team will coordinate and be the point of contact for L2 and above internal and external audits.
Projects and capital works – You will coordinate your CPCs to ensure they represent us and the client in any large project activities from consultation during design by engaging and/or consulting SMEs, ensuring customer liaison, through to the handover, ensuring assets and PM frequencies are added or removed, tasks list are created and/or assigned, drawings are updated and O&MS are correct and filed accordingly.
Be the Site Lead’s recognised deputy and undertake full Site Lead responsibilities in their absence.
Take an active part in the site leadership team top steer strategic direction and works as one team.
Lead and implement operational excellence standards across the site, inspiring others to provide a world class client service.
Conduct regular meetings with operational leaders and key client stakeholders.
Identifies scope expansion opportunities through collaboration with client and Account leadership
Conducts goal setting activities and performance reviews. Manages Personnel, including recruiting, talent development, and succession planning, training, rewarding and taking disciplinary actions.
Risk & Mitigation
Conduct after action reviews (AARs) and Route Cause analysis (RCA) to identify issues, form hypotheses, conduct analysis, design operational solutions and implement.
Ensure compliance with appropriate regulations; PSSR, L8, Asbestos etc
Comply with all company policies and advise operational leaders of issues requiring attention.
Assist the management accurate asset inventory & Life Cycle Assessment, including identification and support of SMW or Capital replacement projects.
Conducts incident reviews and Root Cause Analysis, Site Stand Downs and drive consequence Management for all safety incidents.
Ensures contingency plans are in place for emergencies. These include approved business continuity plans, disaster recovery plans etc.
Risk Register controls and ownership.
Ensure risk assessments are in place for activities under your control and provide technical input to operational risk assessments to support technical ops managers, team leaders and engineers.
Oversight and controls
Oversee implementation and provide ongoing governance to client, leading investigation in to any Service Level Failures or discrepancies.
Review of all operational processes and procedures to ensure fit for purpose where required
L1 audit and GEMBAs RCAs,
Ensures a cost-effective maintenance program for all buildings, plant, systems and equipment is in place. Ensures accurate asset list and essential client systems and equipment are managed.
Rigorous management/assessment of supplier service delivery.
Identifies strategies to maximize the skill base across the site.
Ownership and improvement of Mechanical and electrical loto process
Key Management and control
Review and update of CMMS system assets, frequencies and task plans.
Appointed person matrix including Senior authorized person appointment and controls. Inc. HV, PSSR, Boilers, Confined space, access, buried services, compex.
Training matrix ensuring workforce has the right skills,
Site wide procedural ownership and continuous improvement
Oversee and provide ongoing governance to the operational team training requirements to maintain operational compliance.
Analyse operational performance and produce reports and/or scorecards to measure effect of changes.
Drives Supplier compliance and control and manages supplier relationships.
Liaison and support to Energy Team for Energy efficiency, optimal performance, performance analysis.
Site wide shutdown coordination.
Project & Capital work co ordination -
Ensue your CPCs are feedback project oversight back into the team and engage with SME and team leaders for expertise.
Ensure Drawings, O&Ms are accessible and relevant.
Assist in the management of a budget and aide in analysis of variations and action planning.
Assist in financial forecasting requirements. Drives compliant financial practices to ensure on time and compliant billing.
Drive enhancements to recurring spend actual (Labour/Sub/Materials, Optimize Self Perform utilization, Control Variable spend).
Drive initiatives to achieve/exceed budget expectations at the Site level.
* Engineering qualified to HNC level or Degree in either Mechanical or Electrical engaging and held SAP status
* Experience in PSSR, electrical distribution systems and process safety.
* Stakeholders management in a service provider industry is essential;
Project management and/or planning and coordination background is crucial.
* Experience of managing contracts and ensuring governance, writing and operating to processes and procedures
* Industry expertise such as Critical Environments and/or Pharma, valued and preferred.
* Ability to communicate with all levels of the organisation.
* Reliable, energetic and enthusiastic.
* Ability to build and develop successful long-term relationships with clients, and other teams.
* Ability to work independently under own initiative with minimal supervision.
* Excellent task management skills, results orientated with a strong work ethic, and demonstrated attention to detail.
* Must be flexible and friendly under pressure.
* Excellent Problem-solving Skills.
* Commercially aware and have a sound knowledge of budget preparation.
Health, Safety Environmental Arrangements
Raise and or follow task based risk assessments, COSHH, Manual Handling and Display Screen Equipment ensuring that controls are fully met. Carry out high risk tasks in full compliance with Procedures, Guidance and Rules, and in accordance with responsibilities / duties specified.
Person. Clean up areas on completion of engineering work and maintain the cleanliness of plant, equipment, plantrooms and switch rooms ensuring that the site is free from engineering debris and waste.
Act as a receiving authority under both client and company Permit to Work systems when trained and authorised to safely carry out the duties and responsibilities of an authorised and or competent person.
