Deputy Product Owner
Our client, a large government customer, are seeking a Deputy Product Owner to join their team. The successful candidate will be required to work at the MD4IA office in Lincoln, RAF Waddington and supplier site at Leatherhead. At least 75% of your time will be expected at these locations. Flexible working is viable, (up to 25%) but will be in agreement with the management team.
This role requires candidates to hold current DV clearance. As these are for requirements for contract resource, for early start, and due to the timescales to gain new clearances, candidates without current clearance cannot be considered on this occasion.
The initial core contract will run from approx. 11/12/2023 until 31/03/2024, with two optional contract extensions for one year each. The first optional extension will run from 04/2024 until 03/2025 and the second will run from 04/2025 until 03/2026. Rate offered is up to £550/day.
IR35 STATUS: Outside IR35. Our client has indicated that they intend to operate the engagement as Outside IR35.

The Role
The MD4IA Team requires a Deputy Product Owner (DPO) to lead and drive the technical delivery effort on behalf of MD4IA and the Joint Electronic warfare Operational Support Centre (JEWOSC). The Deputy Product Owner (DPO) will provide technical guidance and support to the Senior Product Owner to uplift the Future Hosting Environment (FHE) as a replacement for the existing SECRET Local Area Network (SLAN). The new FHE will be a resilient, globally accessible capability and realise the opportunity to revolutionise the end-to-end system of systems life cycle by exploiting Cloud technology and modern automation opportunities.
Continuity of any provided SQEP is a critical requirement for this role. Any proposed changes in SQEP after contract award must be communicated to and agreed in writing between the Provider, Purchaser and Customer 30 days in advance of any proposed changes becoming effective.
Key Activities
- Translating JEWOSC SME business requirements into ready User Stories.
- Decomposition of existing high level features within the product backlog to form User Stories.
- Refinement of User Stories alongside FHE Senior Product Owner and Development teams.
- Providing input on prioritisation of requirements to Senior Product Owner.
- Identifying non-functional requirements and transforming these into User Stories.
- Facilitating transition to live of the FHE capability.
- Providing guidance to the Senior Product Owner, JEWOSC and the Authority on Architectural Patterns and best technical practice.
- Collaborating with prospective users to understand and anticipate their needs and translate them into user Stories.
- Evangelising the FHE vision.
- Working with the Senior Product Owner to mature the Product Road Map.
- Managing the product backlog and prioritising it based on changing Project events and gained knowledge.
- Overseeing all stages of product creation including design and development.
- Developing user stories, test and acceptance criteria.
- Monitoring and evaluating work progress at each stage of the process.
Essential Skills and Experience
- Hold DV clearance.
- Have experience of delivering systems utilising Agile and Waterfall delivery techniques.
- Have experience in the application of System Engineering techniques.
- Have experience of complex, operationally critical system development.
- Understand the opportunities for automation presented by modern technologies for future systems of system development and integration.
- Have a proven history of solving technical issues at pace.
- Have good Requirements Engineering skills, including the application of requirements engineering techniques within an Agile environment.
- Have a strong understanding of Cloud technologies.
- Have a proven history in software engineering and software development process.
- A good understanding of test and integration systems and the complexities involved in large system testing.
Desirable Skills and Experience
- Hold a good first or second degree with an Information System focus.
- Have experience of software development within the MD/IMD domain.
- Have Systems Engineering experience.
- Have previous and proven experience in supporting the delivery of concurrent complex technical work streams across multiple providers.
Candidate Eligibility
