Role Purpose:

The Technical Consultant will have development background and experience of the public sector, with experience of how technology is used to digitally transform public services. The role will build deep expertise in the use of low code platforms, integration, workflow, and automation solutions and develop a broad knowledge of current and emerging technology solutions in the sector. The role will report to the Head of IT & Innovation, with specific accountability for technical delivery, including data analysis, migrations and system integrations.

Key Responsibilities

Delivery

- Design and build solutions using low code platforms and related technologies.

- Design and deliver complex technical development and integration work. leveraging technical integrations with low code platforms and other applications and data sources.

- Provide direction and technical expertise on how low code platforms and associated technologies will be implemented, configured and used to build digital services for clients

- Provide direction, training and advice to customers and colleagues on how low code platforms can be used to deliver digital services.

- Ensure that technical standards for the design, development, testing and deployment of digital services are defined, documented and maintained.

- Support the development of technical libraries, ensuring digital and logical assets meet agreed standards.

- Design generic components and templates which can be reused by other Methods consultants when delivering solutions to customers.

Business Development

- Maintain and deepen relationships with client accounts extending our engagement where there is value for the client.

- Support the Head of Practice and Sales colleagues with technical presales, solutioning and contributing to proposal development.

Knowledge Leadership

- Provide technical capabilities for software development, data analysis, integration, migration and database design.

- Develop and maintain deep expertise on low code platforms, associated technologies, product roadmaps and library assets.

- Contribute to the development of new technical products and services and evolve existing products, services and IP in line with market knowledge and practice capability.

- Routinely contribute to practice knowledge base.

- Keep up to date with sector and technology developments.

- Attend and/or support conferences/seminars.

Professional Development

- Train and mentor staff on use of low code platforms and the development of technical skills.

- Identify areas of personal development and propose solutions.

- Develop awareness of structural and cultural issues associated with change and provide signposting to expert Methods resources where necessary to provide the best solution to the client.

This role will require you to have or be willing to go through Security Clearance. Education/Qualifications

- Degree or equivalent professional experience in information technology or related field.

- Professional qualifications or equivalent professional experience relating to software and database development, project management and business analysis.

Experience

Essential

- Minimum of 3 years' experience of software development

- Experience of application development and data migration.

- Experience of technical solution architecture and design.

- Experience of business analysis, including requirements elicitation, process definition, data analysis and re-engineering.

- Working within project teams using agile and waterfall methodologies.

- Experience of supporting the facilitation of change within and across public sector organisations.

- Experience of client and stakeholder management.

- Commitment to improvement of the public service domain.

Desirable

- Experience of software development or data analysis in a local government organisation or similar public-sector body.

- Experience of delivering training on software applications.

- Understanding of the local government sector and technology market with knowledge of key products.

- Experience of leading, mentoring and supporting small and focussed professional teams.

Skills & Ability

- PHP, HTML5, VB and Java software development skills.

- SQL skills (Including MySQL, and SSIS).
