Air Force Business - Capabilities Lifecycle Management (B-CLM) Projects supports Office of the Deputy Under Secretary of the Air Force, Management and Deputy Chief Management Office (SAF/MG) in developing more effective and efficient ways to support Air Force business operations and refine the development of Defense Business System (DBS) requirements supporting the Business Mission Area (BMA) Information Technology (IT). This position will support SAF/MG's business mission transformation efforts seeking to make the USAF's organize, train, and equip responsibilities more effective for our warfighter through the development and adoption of more efficient business/mission practices and performance measures. Additionally SAF/MG is responsible for guiding the Air Force to reduce overall cost of operations consistent with direction from the Office of the Secretary of Defense and the Office of Management and Budget.

The depth of support required for an individual project can range across a collection of skills (from Master Black Belt to data capture experts) and span varied timeframes (weeks to months) for individually chartered projects. Projects will often involve defining information requirements and information technology requirements to acquire enabling capabilities. Work performed under this contract may have associated specialty government or contract support skills assisting in a project, with expectation of complementary action and effective teaming to successfully improve processes and performance within Air Force core mission areas.

The Black Belt is a recognized authority across multiple areas of expertise. Provide leadership at a high technical and programmatic level for teams to accomplish customer sponsored projects, including new program development. Leadership comprises problem definition, identification of avenues of approach, identification of applicable resources, and execution of tasks within the project. Black Belt facilitators will be capable of mentorship and facilitation of moderate to highly complex problem-solving using diverse methods and tools with a focus on achieving needed customer outcomes. Works with Functional SMEs to understand business processes. Capable to evaluate the current state and identify the areas of improvement. Participates in workshops and captures Business Process Activities, Business Rules, Information Assets, IT Functional Requirements and Transformation Actions. Collaborates with SMEs to sanitize and finalize requirements. Documents requirements in the form of Scenarios and Use Cases. Enters and conducts analysis activities on requirements. Identify Measures of Effectiveness and Measures of Performance for Business Process Activities. Schedule meetings, workshops and facilitates collaboration between different Functionals. Manages review and approval of deliverables.

Specific responsibilities:
• Conduct process improvement facilitation using structured problem solving methods (from continual process improvement to major business process re-engineering)
• Utilize advanced methods of developing and managing enterprise level and enterprise-wide organizational strategic alignment and deployment
• Drive organizational change management
• Perform project management
• Perform process modeling and related data capture


Black Belt (BB) certification with experience in continual improvement methods to facilitate and mentor major initiatives. Methods to be used span Lean Six Sigma, Business Process Re-engineering, Theory of Constraints, and/or other Structure Problem Solving methodologies. Must have experience chartering projects, working with Champion/Sponsor to define scope & deliverables, and lead teams using DMAIC, DMADV, and other approaches as appropriate. Candidate is required to have experience in MS Visio, iGraphx, or other process modeling tools to document current and future state processes and possess a minimum of two years of process improvement facilitation experience.

The selected candidate will also have experience in developing effective performance metrics and measurements, to align with strategic priorities and performance standards, to include governance methods to assure performance objectives are met. Project and/or program management experience is required.PMI PMP certification is desired.

Knowledge or experience with Air Force Services Development and Delivery Process (SDDP)/BCAC and various Change Management techniques is a plus.

Relevant experience, including supervisory, project management experience, and facilitation expertise leading/working requirement definition for Information Technology projects. Candidate must have a minimum of 5 years experience with a Bachelor's degree or 3 years of experience with a Master's degree. The Business Analyst 4 requires a Master Black Belt certification and over five years of industry experience transforming large international corporations in the application of lean principles, methodologies, and tools including modernization of supporting business systems.
