7143 - Capital Improvement Program Division Manager - Unclassified(Analysis & Programming) (Job# 2019 - 00521) Starting Salary: DOQ This position is in the Transportation Department.

Salary Grade: U3

This position manages and directs the Pima County Transportation Department Analysis and Programming Division. The responsibilities of this division include capital improvement program budget oversight, traffic and roadway engineering standards and review, and short and long range transportation planning. The division includes a staff of approximately 20.

Manages the Capital Improvement Program (CIP) and other engineering functions in direct support of Pima County objectives in the development, delivery and reporting of various programs and related economic development activities. Major emphasis is on the planning, programming, monitoring and administration of multi-year CIP projects. This classification is distinguished from the Public Works Division Manager, Civil Engineering Manager and other engineering classifications by its focus on the overall CIP program management, administration and delivery, rather than individual CIP projects. This classification is in the unclassified service and is exempt from the Pima County Merit System Rules. Plans, organizes, directs and manages the CIP program and other engineering activities within a Public Works Department;
Manages and supervises the work of assigned professional and support staff;
Identifies CIP areas of concern and success and makes effective recommendations for improvements, or proposes alternative courses of action to meet new requirements;
Plans, schedules, assigns and oversees related engineering work in accordance with project schedules in order to meet project deadlines;
Develops, documents and submits detailed multi-year CIP activity recommendations to county management for direction on future activity;
Coordinates CIP and related engineering activities with affected work-units, divisions, county departments and outside agencies;
Advises management on capital improvement projects and develops long-range capital improvement plans and strategies to meet project goals for scope, schedule, budget and overall quality;
Develops, documents and applies performance measures for all CIP activity and reports findings and recommendations to applicable county, state or federal agencies;
Coordinates strategic planning with other professional staff, county administration and other public agencies to optimize delivery of current and projected CIP projects;
Represents the department and county to present proposed CIP projects to regional, state or federal agencies and other public agencies to secure needed funding;
Identifies and initiates processes to secure new sources of local, regional, state and federal funding for current and projected CIP projects;
Participates in, or directs professional engineering review and analyses of current and future CIP projects;
Prepares the assigned division budget and participates in the development of the departmental budget;
Oversees the preparation of plans, reports and documents for the construction of roadways and bridges;
Participates in the development of departmental policies and procedures, including evaluation of current policies, procedures and guidelines to identify opportunities to improve effectiveness and enhance efficiency;
Oversees utility coordination, right of way regulation, landscape policy and compliance activities.


Knowledge of: public sector planning theories, methods and applications;methods and techniques of public works financing, forecasting and cost analysis at the program level;methods and techniques of public sector budgeting and financing processes;contracting and accounting rules, regulations and procedures;interaction of local, county, regional, state and federal agencies in identification, development and execution of CIP projects;principles, practices, methods, materials, techniques and current developments used in the engineering and planning aspects of the division's area of responsibility;administrative functions such as budget preparation and control, personnel management, and contract administration;local and state codes and ordinances relative to civil engineering, construction and environmental quality.
Skill in: planning and programming complex CIP projects;assessing economic and other impact of assigned CIP programs on current and future activities, facilities, resources and other public works projects and on-going operations;coordinating CIP program activities with affected county and non-county agencies, executives and affected contractors;developing, analyzing and projecting financial aspects of CIP projects, to include budgeting, financing and cost analyses;assessing CIP project progress, preparing and submitting required reports and identifying remedial measures to resolve project conflicts, delays and unforeseen events;responding to and resolving questions, inquiries, complaints and concerns about projected and current CIP projects from staff, other county officials and agencies, the public and the media;creating and maintaining activity files and databases for all assigned CIP projects as required by law, rules, regulations, contracts or Bond requirements;training professional staff in CIP project management topics;use of computer-based resources for program management, engineering and economic analyses, planning, tracking and creation of required reports;communicating effectively, both orally and in writing, with diverse audiences;training and evaluating performance of assigned staff;assignment of staff and resources to various tasks and activities;management, training and oversight of diverse workforce;application of modern engineering, planning, and administrative methods and techniques to operational problems in the area of specialization;applying relevant Federal, State and local laws, standards and regulations;establishing and maintaining effective working relationships with others.
Desired Qualifications: Bachelor's degree from an accredited college or university with a major in civil engineering, transportation, urban or rural planning or finance, business or public administration, plus substantial professional experience in public works engineering, construction, maintenance or program administration. Other combinations of education from an accredited college or university, training and experience may be identified by the appointing authority at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): Five (5) years experience managing staff with responsibilities over a broad range of planning, engineering and/or transportation related tasks.Five (5) years experience coordinating directly with other departments or jurisdictions.Experience with County code and Pima County roadway standards.Three (3) years experience in capital improvement programs, project development, project delivery and transportation funding sources.Three (3) years experience in traffic engineering.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: All positions require obtaining registration with the Arizona Board of Technical Registration as a registered professional engineer/civil engineer within one year of appointment. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Service's review and approval of the candidate's driving record.
