Water Services Specialist

To design, develop, implement and administer a Central Arizona Project (CAP) program in a specialized area. Administers water programs, policies, procedures, contracts and schedules based on customer needs, policy guidelines, contract criteria, governmental regulations, administrative processes, operational constraints, and/or changes in availability of water and revenues in accordance with the water accounting and water services function in the water control department.

Position Responsibilities ESSENTIAL FUNCTIONS & RESPONSIBILITIES (Essential Functions are not intended to be an all-inclusive list of responsibilities, duties and tasks. 1. Responsible for developing and administering the appropriate methods to manage water programs and customer accounts, to ensure optimum utilization of CAP water, and customer water orders, schedules, usage and billings comply with contract and water programs, policies and procedures. Develops methods to track scheduled and actual water deliveries to ensure accurate accounting and customer billing. Prepares monthly water reports for multiple and complex categories of water deliveries and scheduled use. Prepares monthly customer water use and account status reports. Performs monthly water delivery forecasting updates which are used to manage the aqueduct system and energy schedules. Performs annual reconciliation of customer water deliveries and associated revenues.
2. Serves as CAP's primary water programs and customer relations liaison. Usually is the first point of contact for all water services and water delivery related questions and needs by the customers, stakeholders, public and private water utilities, attorneys and other related organizations, contractors, consultants and governmental agencies. Builds and maintains strong and effective relationships with all representatives. Coordinates customer meetings and orientations. Provides subject matter expertise in the areas of water deliveries, payment procedures, program criteria and eligibility, water availability, customer account status, water classification and allocation entitlements, and historical background data.
3. Coordinates execution of water contracts and water delivery schedules and modifications to both. Administers changes to water delivery schedules and reports. Facilitates water brokering agreements with customers, and/or other outside water agencies and stakeholders. Facilitates remarketing and payment arrangements between the buyers and sellers, and the water transactions have significant financial impacts to customers and CAP.
4. Provides assistance to the Water Control Department in the following manner:
Provides specialized support to the Department Manager by creating and updating spreadsheets, maintaining calendar and scheduling meetings, preparing correspondence, and producing reports, business documents and meeting presentations.Performs routine and non-routine general office work for the department.Performs data entry and retrieval for word processing, spreadsheet and database and/or specialized software applications. Creates and maintains complex document and data files, information and operations records and report formats. Utilizes Livelink and other CAP applications. 5. Facilitates the evaluation of customer claims and concerns, to ensure contractual compliance, timely resolution of metered water delivery discrepancies and payment issues, and accuracy of water delivery correspondence, reports, and invoices, and the effective performance and utilization of internal processes and procedures designed to meet customer needs.
6. Develops and maintains appropriate methods for tracking water deliveries and related water programs to enable reporting to CAP management, Board members, other departments, customers, private organizations, and/or governmental agencies. This includes but is not limited to developing and maintaining database and spreadsheet programs and graphs, and the production of correspondence, reports, presentations, and proposals for policy directives. Provides analytical data and information to support new ideas, strategies, and concepts developed for the effective use and pricing of CAP water, and/or serving customers more efficiently.
Knowledge, Skills, & Abilities 1A. REQUIRED MINIMUM QUALIFICATIONS
Education, Knowledge, Training, Skills, and Experience: Three (3) years of experience in a related field or position. Bachelor's Degree in Business, Accounting or a related field; OR Associate's Degree in Business, Accounting or a related field plus an additional two (2) years of related job experience; OR a high school diploma / GED plus an additional four (4) years of related job experience. Demonstrated ability to perform assignments independently and to function as a team leader. Strong interpersonal and work relationship skills. Excellent professional written communication skills. Demonstrated ability to successfully work closely with customers and stakeholders. Excellent organizational skills. At least intermediate level skills with Microsoft Office Word and Excel.
Required Certifications or Licenses: Must have a valid driver's license and maintain a good driving record.
1B. PREFERRED QUALIFICATIONS
Education, Knowledge, Training, Skills, and Experience: CAP experience in accordance with water accounting, contracts, customer coordination and general knowledge of the water delivery system.
2. CRITICAL THINKING AND DECISION MAKING
Independence & Impact: Requires independent judgment and has the administrative discretion to manage the daily water programs within regulatory and contractual guidelines as they affect specific areas of accountability. An error in judgment or mismanagement of a water transaction could have adverse financial consequences and could impact CAP's ability to satisfy water orders.
Requires the ability to analyze government regulations, contracts and technical documents to define problems, collect data, establish facts and draw valid conclusions.
Strategic thinking and negotiating skills are required to resolve sensitive issues. The ability to recognize, assess, and fulfill conflicting goals is important.
Has independent decision making authority to provide timely customer service. Must utilize persuasion skills to resolve discrepancies, and ensure CAP's credibility. Conflict resolution is sometimes required.
Administratively responsible for program operations that have a substantial impact on water scheduling, financial forecasting and departmental productivity. Work is performed independently with stringent timelines impacting the meeting of water reports, customer water use, internal processing and financial deadlines.
Actions impact water management decisions by customers and stakeholders.
Ability to makes recommendations to management regarding contracts, policies, directives and programs. Ability to evaluate effectiveness of program.
3. INTERPERSONAL COMMUNICATIONS AND CONTACTS
Type: CAP's primary public contact for all water services and water delivery related questions and needs by the customers, stakeholders, public and private water utilities, attorneys and other related organizations, contractors, consultants and governmental agencies.
Contact with all levels of CAP management, Board members and personnel. Works closely with control center personnel and finance/accounting departments.
Purpose: To obtain or provide information, resolve problems and conflicts, respond to questions and requests and to conduct department business.
4. SUPERVISORY RESPONSIBILITY

Physical Demands: The essential job requirements involve sitting for long periods of time including occasional lifting, carrying, pushing and pulling (in any combination thereof) of objects up to 26 pounds and the use of repetitive hand and wrist movements to enter alpha and numeric data into a computer, including the ability to grasp and manipulate work objects.
